Description
Statement of Work INTRODUCTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being conducted in accordance with the procedures of FAR Part 13-Simplified Acquisition procedures, and FAR Part 12-Acquisition of Commercial Items. The solicitation number is HHS-NIH-NIDA-SSSA-CSS-FY14-665 and the solicitation is issued as a pre-solicitation notice of intent to award a contract on a noncompetitive basis to: Beryllium Discovery Corp. 7869 NE Day Rd Ste 206 Bainbridge Island, WA, 98110-6211 CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION: The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. This purchase order is a continuation of service as the National Center for Advancing Translational Sciences (NCATS) has previously ordered protein production. These proteins are needed to continue the in house assessment of small molecules that have been generated by NCATS. The bioactivity data obtained from these assays are critical in prioritizing the medicinal chemistry efforts and to characterize the small molecules that have been generated. NCATS is in need of wild type protein and these two important mutant proteins to study the selectivity and better understand how our small molecules interact with these mutants most frequently found in some cancers. In order to assure continuous and seamless quality and comparable results, it is of great importance to use Beryllium Discovery Corp. as the vendor of these proteins. Beryllium Discovery Corp. is the only vendor that possesses the expertise that is needed to work on mutant IDH1. The vendor has deep experience with these IDH1 proteins and currently supports NCATS' IDH1 program with protein production and crystallography method development. It is important for this work that there is seamless continuity between the protein production and purification stages of the different mutants so that they can be compared using various activity and biophysical methods in the lab. ACQUISITION AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1(b)(1)(i), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 05-76, dated August 25, 2014. SMALL BUSINESS SET ASIDE STATUS This combined synopsis/solicitation is NOT set aside for small businesses. The associated NAICS code is 541380 - Testing Laboratories - and the associated small business size standard is $15.0 Million. Also, the full text of a clause may be accessed electronically at this/these address(es): FAR Clauses: http://acquisition.gov/far/ BACKGROUND INFORMATION The mission of the National Center for Advancing Translational Sciences (NCATS) at the National Institutes of Health (NIH) is to catalyze the generation of innovative methods and technologies that will enhance the development, testing, and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. NCATS is in need of three separate services to advance its IDH1 program. NCATS plans to acquire IDH1 WT, IDH1 R132, IDH1 G97D proteins (2 mg of WT and G97D and 5 mg R132C), surface plasmon resonance (SPR) on IDH1 R132C for up to 10 IDH1 inhibitors, and differential hydrogen/deuterium exchange for up to 2 compounds. PROJECT REQUIREMENTS Within nine (9) months after receipt of order, the contractor shall provide all of the following services: • Production and delivery 2 mg of IDH1 WT, and IDH1 G97D and 5 mg IDH1 R132C • SRP of IDH1 R132C for up to 10 IDH1 inhibitors to ascertain full binding characterization of up to 10 ligands via Surface Plasmon Resonance (SPR) experiments • Differential hydrogen/deuterium exchange for up to 2 compounds to identify conformational changes in the protein using HDX mass spectrometry For more detail, please see the attached statement of work entitled "SOW - IDH1_IDH2 Mutants" PERIOD OF PERFORMANCE It is anticipated that the period of performance will be September 8, 2014 through June 8, 2015. A firm-fixed price purchase order is contemplated. PLACE OF PERFORMANCE The anticipated place of performance is Bedford, MA. EVALUATION: Price will be evaluated in accordance with FAR 13.106-3(a). RESPONSE REQUIREMENTS: Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount. A quote must be received by September 4, 2014 at 11:00 AM EST and must reference solicitation number HHS-NIH-NIDA-SSSA-CSS-FY14-665. Small business certification must be included in the contractor's SAM profile if the contractor is quoting as a small business. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
