Description
The U.S. Army, Corps of Engineers, New Orleans District, is soliciting proposals for the Multiple Award Task Order Contract (MATOC) Levee Armoring in the Hurricane and Storm Damage Risk Reduction System (HSDRRS) in the Greater New Orleans Area, Louisiana. This procurement will be a 100% Small Business Set-Aside, Indefinite Delivery/Indefinite Quantity (IDIQ), Multiple Award Task Order Contract (MATOC) with a five (5) year term. Multiple contracts, five to ten (5-10), are anticipated. The ceiling amount of this MATOC pool is $200,000,000.00. Individual task orders issued under this MATOC are expected to be in the range of $5,000,000.00 - $15,000,000.00. The first task order (seed project) and awarded shortly after the base MATOC pool has been established. Upon award, each individual, follow-on task order will be competed among all awardees. Task orders may include construction armoring projects in the Greater New Orleans Area, Louisiana, that are expected to include, but are not limited to, removal of existing turf on the crown and the protected side of the levee, grade and compact the subgrade such that the surface to receive the high performance turf reinforcement mat (HPTRM) is uniform and smooth, remove all rocks, clods, vegetation and other objects such that the HPTRM will be in direct contact with the subgrade surface, excavate an anchor trench at the upside slope of the levee embankment, install the HPTRM perpendicular to the slope, securing in the anchor trench, insuring HPTRM is in direct contact with the subsurface, and overlapping in accordance with the contract documents, anchor the HPTRM to the subgrade using anchor devices in accordance with the contract documents, excavate an anchor trench at the downside of the slope on the levee berm, place soil cover over the HPTRM in accordance with the contract documents, provide soil amendments as necessary to establish turf and install sod in accordance with the turf establishment plan in the contract documents, etc. The NAICS Code for this work is 237990, FSC: Y299. Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15 for Lowest Price Technically Acceptable process. Selection will be based on the evaluation criteria provided in the solicitation. Solicitation will be issued on or about 15 September 2014. Estimated receipt of proposals will be 30 days after the issuance of the solicitation. Actual dates will be reflected in the solicitation. Once issued, the solicitation will be advertised on the Federal Business Opportunities website at www.fbo.gov. The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation package will not be honored. Potential offerors must register on FedBizOpps at www.fbo.gov/ in order to receive notification(s) and/or change(s) to the solicitation. Prospective contractors who would like their company name included on the Interested Vendor List (IVL) may do so on the FedBizOpps website under IVL. Potential contractors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Offerors are also encouraged to post notices of prospective subcontracting opportunities on the Small Business Administration's quote mark Subnet quote mark, at http://web.sba.gov/subnet.
