- DAWN HELEOS II Contracting Office Address Department of Health and Human Services, National Institutes of Health (NIH), National Library of Medicine Office of Acquisitions, National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) Acquisitions Branch, 6707 Democracy Boulevard, II Democracy Plaza, Suite 700W, Bethesda, Maryland 20817. Description National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) plans to procure, on a sole source basis, with Wyatt Technology Corporation, 6300 Hollister Avenue, Santa Barbara, CA 93117, for the following equipment: • DAWN HELEOS II Ambient This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 334516 and the business size standard is 500 Employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type contract. This is a replacement as our current Wyatt system has reached the end of its serviceable life, and as a critical technology for characterization of our protein systems, requires replacement. No other integrated light scattering system can perform MALS and DLS simultaneously on the same sample volume eluting from an SEC column: All other technologies perform these measurements in series, potentially resulting in undesirable effects including dilution, loss of sensitivity and data, and increased band broadening due to dispersion. These undesirable effects can lead to misrepresentative data interpretation for complex systems. Also, no other integrated light scattering system can be operated as two stand-alone technologies: able to be used in parallel and then re -integrated for simultaneous data collection on the same sample when needed. This unique capability from Wyatt offers the highest data integrity while allowing flexibility in operation, making the lab more productive in our research efforts (see attached for additional information). This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDDK to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the DK Acquisitions Branch on or before 11:30 AM EST on September 4, 2014. Electronic capability statements (via e-mail) will be accepted. All questions must be in writing and can be faxed to 301-480-4226 or emailed to Lisa Josephowitz, Contract Specialist, at josephol@mail.nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractor must be registered and have valid certification in the System for Award Management (SAM). No collect calls will be accepted.
