Description
Amendment 03: Crane Hoist System The purpose of this amendment 03 to synopsis/solicitation NTSB-PUR-14-0342 is to answer questions provided by contractors to date, incorporate FAR clauses, provide a correct to the delivery period of performance and provide clarification WRT SCA: Question 1: Part 1 - Verify if a nested trolley is needed for the application and Part 2 - if the entire system (bridge, trolley, and hoist) all need to be motorized (electrically powered)? Answer 1: Part 1 - Original specifications included motorized vertical movement (maximum height of lifting). If nesting of the trolleys is required to achieve the required "maximum height of lifting", then nested trolleys would be quoted in order to meet the specifications. Part 2 - Motorized movement of the system (bridge, trolley, and hoist) is required. Question 2: Does the bridge also need to be rated at 2 ton or do you need a 2 ton runway with (1) 1 ton bridge? Answer 2: Both the bridge and the runway are required to be rated at 2 ton. Question 3: What voltage does the hoist need to be; 230 or 460V three phase? Answer 3: The preference for the voltage of the hoist is 230V, three-phase, but an offer of a 460V three-phase is also acceptable. Question 4: The work schedule - will we be allowed to work on the weekend due to the period of performance being 1 week from product delivery? I'm not sure we can complete the job in 5 days it did not specify in the solicitation but there is usually some sort of orientation/safety seminar for a few hours the first day. Answer 4: The need to work overtime to complete the installation during the weekend has not been planned as it is not considered necessary. The contractor shall complete all installation work within the regularly schedule weekday work hours. There will be a brief orientation of the site but all other matters, such as safety, are the responsibility of the contractor. You are referred to FAR Clause 52.212-4, which includes safety standards required under government contracts. The following clauses are incorporated into this solicitation: 52.237-2 Protection of Government Buildings, Equipment, and Vegetation (Apr 1984) The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor's failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the Contracting Officer directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price. (End of clause) 52.236-14 Availability and Use of Utility Services (Apr 1984) (a) The Government shall make all reasonably required amounts of utilities available to the Contractor from existing outlets and supplies, as specified in the contract. Unless otherwise provided in the contract, the amount of each utility service consumed shall be charged to or paid for by the Contractor at prevailing rates charged to the Government or, where the utility is produced by the Government, at reasonable rates determined by the Contracting Officer. The Contractor shall carefully conserve any utilities furnished without charge. (b) The Contractor, at its expense and in a workmanlike manner satisfactory to the Contracting Officer, shall install and maintain all necessary temporary connections and distribution lines, and all meters required to measure the amount of each utility used for the purpose of determining charges. Before final acceptance of the work by the Government, the Contractor shall remove all the temporary connections, distribution lines, meters, and associated paraphernalia. (End of clause) 52.236-5 Material and Workmanship (Apr 1984) (a) All equipment, material, and articles incorporated into the work covered by this contract shall be new and of the most suitable grade for the purpose intended, unless otherwise specifically provided in this contract. References in the specifications to equipment, material, articles, or patented processes by trade name, make, or catalog number, shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor may, at its option, use any equipment, material, article, or process that, in the judgment of the Contracting Officer, is equal to that named in the specifications, unless otherwise specifically provided in this contract. (b) The Contractor shall obtain the Contracting Officer's approval of the machinery and mechanical and other equipment to be incorporated into the work. When requesting approval, the Contractor shall furnish to the Contracting Officer the name of the manufacturer, the model number, and other information concerning the performance, capacity, nature, and rating of the machinery and mechanical and other equipment. When required by this contract or by the Contracting Officer, the Contractor shall also obtain the Contracting Officer's approval of the material or articles which the Contractor contemplates incorporating into the work. When requesting approval, the Contractor shall provide full information concerning the material or articles. When directed to do so, the Contractor shall submit samples for approval at the Contractor's expense, with all shipping charges prepaid. Machinery, equipment, material, and articles that do not have the required approval shall be installed or used at the risk of subsequent rejection. (c) All work under this contract shall be performed in a skillful and workmanlike manner. The Contracting Officer may require, in writing, that the Contractor remove from the work any employee the Contracting Officer deems incompetent, careless, or otherwise objectionable. (End of clause) Question 5: Will there be someone onsite to receive the delivery of the proposed crane be able to unload it and store it until the job starts? Answer 5: There will be (an) NTSB representative(s) onsite to receive the delivery of the proposed equipment, unload it and store it until the planned installation begins. Correction: Under the original synopsis/solicitation, item 2. Period of Performance / Delivery Schedule: "The contractor will deliver the press and all necessary operational equipment and accessories within 90 calendar days of the date of award. Installation and load testing shall also be completed within one (1) week of the product delivery." - is change to: "The contractor will deliver the crane and hoist system and all necessary operational equipment and accessories within 90 calendar days of the date of award. Installation and load testing shall be completed as scheduled and agreed to between the assigned Government Technical Representative and the contractor no later than 120 calendar days after contract award." Clarification: In accordance with the Service Contract Act, a DOL wage rate determination has been provided in this synopsis / solicitation to cover any disciplines that may be utilized under the effort, over $2,500 SCA threshold and "shall contain mandatory provisions regarding minimum wages and fringe benefits, safe and sanitary working conditions, notification to employees of the minimum allowable compensation, and equivalent Federal employee classifications and wage rates. Under 41 U.S.C. 353(d), service contracts may not exceed 5 years."
