- The National Cancer Institute, Office of Director (OD), Center for Strategic Scientific Initiatives (CSSI), plans to procure on a sole source basis assistance to develop performance measures for assessing the impact of targeted technology development initiatives across its many Institutes and Centers (ICs) to the Institute for Defense Analyses (IDA), 4850 Mark Center Drive, Arlington, VA 22311. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b) (1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541990 and the business size standard is $14M. Only one award will be made as a result of this solicitation. This will be awarded as a firm cost plus fixed fee type contract. First delivery shall be made within thirty (30) days after receipt of award. It has been determined there are no opportunities to acquire green products or services for this procurement. This acquisition is for the development of performance measures for assessing the impact of targeted technology development research initiatives across the many ICs of NIH. The scope of work will involve developing a catalog of such initiatives over the past 10 years, outlining the salient features such as scale and scope of each initiative along with a relatively cursory assessment of primary outcomes. After developing this catalog, the contractor will work with NIH program officers that make up a trans-NIH Advisory Committee (TNAC) to identify a reasonable subset of programs appropriate for further investigation to understand the development process and management strategies for each program/initiative and to develop a more substantial accounting of outcomes and overall impact. These subsequent investigations will then serve as models around which to develop candidate performance measures that may be applied to assess the effectiveness and overall impact of targeted technology development investments from the NIH. Proposed measures will then be pilot tested to assess the practicality and appropriateness of the proposed measures. The Institute for Defense Analyses, the Federally Funded Research and Development Center (FFRDC) contractor for the National Science Foundation's (NSF) Science and Technology Policy Institute (STPI), is uniquely suited to pursue activities associated with this project because of both the objectivity required as well as for consideration of sensitive intellectual property concerns. As an FFRDC, STPI works with governmental sponsors and does not work for commercial enterprises or for-profit organizations. STPI adheres to a strict regime for avoiding conflicts of interest. Commercially available evaluation group are not free of the biases that are imposed by activities and associations with non-federal organizations engaged in developing novel technologies. Furthermore, many of the records investigated and conversations with NIH program staff required for pursuing this project will necessarily include discussion of sensitive intellectual property information associated with NIH grant awards. STPI is further uniquely well-suited for having extensive experience evaluating the kinds of programs targeted for this project both across NIH as well as among other federal agencies. Another point of unique alignment involves National Science Foundation's Evaluation and Assessment Capability activities to develop and implement a coordinated framework for evaluating NSF-wide investments. As STPI is coordinating these efforts, both agencies stand to benefit substantially transferrable findings. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 AM EDST, on September 12, 2014. All responses and questions must be in writing and emailed to Kelly Dempsey, Contracting Officer via electronic mail at kelly.dempsey@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
