- B.3 Statement of Work CWT/VCT Carpenter Supervisor 1. Background: The Compensated Work Therapy (CWT), Veterans Construction Team (VCT) provides vocational rehabilitative services through transitional employment in the building/construction trades and clinical support to men and women veterans whose employment status is impacted by homelessness, personal issues or vocational displacement. 2.Scope of Work: The Vendor shall direct all daily activities on a specific jobsite. The primary responsibility shall be to ensure that projects are completed on time and within the established budget. The Vendor shall provide Carpenter expertise and supervision to Veterans within the CWT/VCT vocational rehabilitation program. The Vendor shall direct all daily activities on the specified job sites. Primary responsibilities shall include: overseeing carpenter projects, meeting project goals by working alongside Veterans learning the trade, and to ensure that projects are completed on time and within the established budget. The services are to be completed at the various locations throughout New England. The Vendor shall be responsible for travel expenses to and from worksites throughout the New England area. 3.Period of Performance: Base Year: Date of Award to 08/31/2015 Option Year 1: 09/01/2015 to 08/31/2016 Option Year 2: 09/01/2016 to 08/31/2017 Option Year 3: 09/01/2017 to 08/31/2018 Option Year 4: 09/01/2018 to 08/31/2019 4.Certification Requirements: "He or she shall hold at least a current master or journeyman license valid in Massachusetts or New Hampshire, as an electrician. "Require a ten hour certification in OSHA construction safety training. "Require proof of General Contractor's Liability Insurance. "Resume must demonstrate: oA minimum of fifteen years of experience in the electrical trade. oA minimum of two years of experience is required in providing vocational rehabilitation services. oA minimum of two years of experience in commercial and/or institutional renovation. oA minimum of ten years of experience operating a construction related business in the private sector. 5.Specific Tasks: "The Vendor shall issue job assignments to program participants, oversee the work as it is placed, and shall, when required to meet project goals, work directly with the Veterans and the tools of his or her trade. "The Vendor shall schedule and oversee personnel daily activities. "The Vendor shall also schedule and oversee any subcontract work when such work is necessary. "The Vendor shall attend and occasionally conduct preconstruction meetings before any project begins. He or she shall provide assistance in establishing project estimates and schedules. "The Vendor shall be responsible for accurately developing material lists for his/her project, and for receiving and managing deliveries of materials and equipment to the jobsite when they are needed. "The Vendor shall review the use of all tools and equipment with the personnel assigned to the project. "The Vendor shall be responsible for strict adherence of his/her personnel to the policies and procedures of the VCT, and the rules and regulations, to include safety and security requirements, of the various work sites. "The Vendor shall receive material on the work site, verify quantity matches shipping documents. All discrepancies should be reported to the Director of Operation immediately. Material to be secured in prearranged secured area on the worksite. All material or equipment delivery receipts shall be forwarded to the VCT office (located at the hospital) within twenty four hours of delivery either physically or via fax. "The Vendor shall coordinate with the project supervisor for the execution of trade work "The Vendor shall assist the general supervisor in meeting project schedule milestones and deadlines as well as budget goals "The Vendor shall review proper use of tools and equipment with the workers "The Vendor shall attend all required safety, project and vocational training meetings 6.Reporting: The Vendor is responsible for the following: "The Vendor shall report to the VCT Director of Operations or the Contracting Officer's Representative (COR) within 24 hours of their request being made. "The Vendor shall maintain daily work logs for his/her project, as well as the daily attendance reports and shall forward these documents to the VCT office once weekly on the day specified, or as directed by the VCT Government Official or COR. "The Vendor shall provide feedback on participant performance to the clinical staff during regularly scheduled visits to the job site(s), unless another location is agreed to between the vendor and clinician. The visit schedule will be discussed and agreed upon with the vender post-award. Feedback will include Veteran attendance and general work performance to include ability to follow instructions, ability to interact with the vendor, other program participants, and other site personnel, and the ability to complete tasks. If there is an issue it is addressed by the clinician and VCT staff before the Veteran loses the assignment. It is important the Vendor and Clinician talk.
