Description
The Chalmers P. Wylie VA Ambulatory Care Center (VAACC) located at 420 N. James Rd, Columbus, OH 43219 has a requirement for Project 757-15-203, Correct Security Compliance Deficiencies - FCA per the drawings and specifications to correct security deficiencies in and around building 1A (the main clinic building). This project will include changing out doors and door hardware in various areas in the building, and the addition of security alarms and card readers (with associated hardware) in some areas of the building. This project will also add passive vehicle security barriers around the campus, and install a fence around the existing transformer outside of building 1A. All demolition, patching, insulation, and electrical wiring required are included in the project. The project is expected to include Metals, Thermal & Moisture Protection, Openings, Finishes, Electrical, Electronic Safety & Security and Exterior Improvements divisions of the VA's Technical Information Library (TIL). SET ASIDE INFORMATION: This opportunity is available only to contractors under public law 109-461 and 38 USC 8127. This acquisition will be solicited pursuant to the Veteran's First Public Law 109-461 as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. The appropriate North American Industry Classification System (NAICS) code for this acquisition is 236220 with the applicable small business size standard of $36.5 million. The SDVOSB contractor or a SDVOSB sub-contractor is required to perform a minimum of 15% of the construction work on the project and must be registered and verified in the following websites: www.vetbiz.gov, and www.sam.gov, to name a few, to be eligible for award. Bidders MUST ensure that registration in these websites area accurate, complete and not expired prior to bid opening date. Bidders must also be listed on the www.dol.gov/vets/vets-100.html website. The project magnitude is between $250,000.00 and $500,000.00. BONDS in the form of Bid, Payment and Performance will be required. SITE VISIT: A one time only site visit will be scheduled and that information will be included within the solicitation package. The solicitation will be posted on, or about October 8, 2014, with bid opening approximately thirty (30) days later. Dissemination of the solicitation, specifications and drawings is limited to electronic medium. All interested Bidders (primes & subcontractors) should register at www.fbo.gov so that others will know of your interest in participating in this procurement and for automatic receipt of updates or amendments. A Bidder's mailing list WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Bidders responsibility to register at the www.fbo.gov website. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at www.fbo.gov Paper copies of the amendment will NOT be individually mailed. By registering to "Watch This Opportunity", you will be notified by e-mail of any new amendments that have been issued and posted. No other notification amendment will be provided. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers as prescribed by FAR 52.214-3 Amendments to Invitation for Bids. Bidders should re-visit the Website periodically to look for updates. All requests for information (RFI) are required to be sent via electronic media to the Contract Specialist and shall be received by the date and time indicated in the solicitation. No telephone inquiries will be accepted. It is the interested bidders' responsibility to be sure your questions were actually received in the contracting office for a response, prior to the RFI cut off period. Questions received after the cut off period will not be responded to. Questions shall be sent to shelton.beasley@va.gov. The Contracting Officer cannot guarantee that a response to e-mailed questions will be received.
