- Training in Survey Research Methodology for Ann Arbor VA HSR&D Study, "REcovery after in hoSpital Cardiac arrest: late outcomes and Utilization (ResCU)" Statement of Work Summary The contractor shall provide the Ann Arbor VAMC, 2215 Fuller Rd., Ann Arbor, MI. 48105, all materials and services necessary for training in survey research methodology and practices, including interviewing technique (question reading, probing, data recording as required.), qualitative factors (pace, clarity, tone as required.), sample retention, and refusal aversion. The contractor shall be responsible for interviewer training and regular consultation from July 1, 2014 through June 30, 2017 and for survey methodology consultation on the design and analysis of survey measures, survey data quality, and field protocols for all years of the contract. Background The VA Health Services Research & Development (HSR&D) has recently funded a research study entitled, "REcovery after in hoSpital Cardiac arrest: late outcomes and Utilization (ResCU)" to improve our understanding of the patterns of long-term outcomes and care requirements after in-hospital cardiac arrest (IHCA). In-hospital cardiac arrest is common - over 200,000 occur each year in the US - and it is associated with considerable mortality, morbidity and resource costs. Few contemporary data exist on the long-term survival, care requirements and health status of patients with IHCA. This is a critical "gap" in knowledge: information on late outcomes after IHCA is essential for clinical decision-making. The ResCU study will benefit the large number of Veterans suffering IHCA each year by improving clinical decision-making, identifying hospital factors associated with better outcomes, and making possible feedback and benchmarking to facilities and VISNs for optimizing long-term care in these high-risk patients. This contract provides services critical to the support of high quality data collection. Specific Tasks The contractor shall provide consultation on principles of survey measurement and standardized survey interviewing techniques. More specifically, the contractor shall work with the VA Ann Arbor research team on the research tasks below. BASE YEAR, Start of Contract Award to 6/30/2015 1.The contractor shall provide training in survey research practices, interviewing technique (question reading, probing, data recording, etc.), qualitative factors (pace, clarity, tone, etc.), sample retention, and refusal aversion. 2.The contractor shall provide electronic and hardcopy documents of training materials. 3.The contractor shall participate in at least monthly meetings with the research investigators. During these meetings, the contractor shall provide input on the following topics: discussions on measurement (including aspects of questionnaire design and question writing) and its impact on survey data quality, interviewing techniques, data collection protocols, and other survey research methodology and practices. OPTION YEAR ONE (1) 1. The contractor shall continue to render services outlined in points 1, 2, and 3 listed above. OPTION YEAR (2) 1. The contractor shall continue to render services outlined in point 3 listed above. Place of Performance The contractor shall conduct all tasks required to meet the current project specifications using their own Information Technology (IT) system located at their physical address, under their exclusive administrative control. The contractor shall not access the VA computer network and shall not be on-site at the VA. Information Security Officer Information The University of Michigan Institute for Social Research (ISR) shall not have any contact with any patient data (PHI, PII) nor shall ISR have any physical access to data. ISR shall work off-site from VA property.
