Description
This is a synopsis/pre-solicitation notice for the study of the Rolling Mill Processes for the microstructure grain aspect ratios of the Nickel Aluminum Bronze (NAB) Material in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. NSWCCD Philadelphia seeks to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures (SAP) to: Virginia Polytechnic Institute Blacksburg, Virginia 24061-0001 USA The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia has established a requirement for the study of the Rolling Mill Processes for the microstructure grain aspect ratios of the Nickel Aluminum Bronze (NAB) Material. The contractor shall perform the following analysis: • Metallographic evaluation of the Revere Plate o Mechanical Testing o Light Microscopy • Perform Scanning Electron Microscopy (SEM), (EBSD) and (TEM) analysis • Perform Energy Dispersive X-ray (EDS) analysis • Perform Transmission electron Microscope (TEM) analysis • Step 1: Perform Finite Element Methods (FEM) using Deform software package before Gleeble • Perform Gleeble analysis o Metallographic evaluation for different conditions o Relationship of flow stress of function of strain and temperature for different conditions • Step 2: Perform Finite Element Methods (FEM) using Deform software package incorporating Gleeble parameter • Metallographic evaluation for different Gleeble conditions • Step 3 Melting Navy scrap material to create casting billets at Virginia Polytechnic Institute foundry • Performing rolling trials for 1" thicknesses Plates • Performing rolling trials for 2" thicknesses Plates • Step 4 Perform the above Metallographic evaluation on the new formed Plates The required study shall be conducted on or before September 30, 2014. The NAICS Code for this procurement is 331491 with a size standard of 750. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
