- The Federal Bureau of Investigation (FBI), is issuing this special notice of their intent to solicit and negotiate solely with Bloomberg Finance LP, 731 Lexington Avenue, New York, NY 10022 for the purchase of two(2) Bloomberg Anywhere subscriptions, four (4) licenses. A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available." Bloomberg Finance LP is the only company offering a subscription meeting the FBI's requirement to access real time financial information for the private and public sector. The FBI requires access to financial information, both private and public sector from multiple locations. Bloomberg Anywhere subscriptions meets this requirement. Specific characteristics of the internet based subscription product that limit the availability to one source is the availability of the capabilities listed above on one platform, a robust database of private and public sector financial information, news and analysis in real-time data. Bloomberg offers this service in one product needed by the FBI to analyze the environment for corruption and to gather intelligence which is used to identify and develop cases. The FBI requires this service 24 hours per day and 7 days a week, The Bloomberg Anywhere subscription meets this requirement. This procurement is being conducted under Simplified Acquisition Procedures, only one source is reasonably available. The government intends to use FAR Part 12 to purchase the above listed item. The North American Industry Classification System (NAICS) code for this item is 522320. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. However parties interested in responding to this notice shall submit technical data, including cost information, sufficient to determine capability in providing the same service to Deborah F. Chin, Contracting Officer at Deborah.Chin@ic.fbi.gov by September 10, 2014 at 11:00 a.m. EDT. All capability statements received by the closing of this notification will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. There are no set-aside restrictions for this requirement. The Government contemplates an award of a contract for one base year. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements.
