THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-76 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to tpm1@nist.gov. Questions should be received no later than 5 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) The associated North American Industrial Classification System (NAICS) code for this procurement is 334413 with a small business size standard of 500 employees. This acquisition is 100% set-aside for small business. In accordance with the non-manufacturer rule, the contractor shall be a small business under the applicable size standard and shall provide either its own product or that of another domestic small business manufacturing or processing concern. See FAR 19.102(f) for additional information. All offerors shall provide a quotation for the following line items: Line Item 0001: eighteen (18) Custom Polished Plates - Low Emissivity Polished Aluminum Plates Line Item 0002: one (1) UHV Aluminum Box Chamber STATEMENT OF WORK: BACKGROUND: The Optical Frequency Measurements Group conducts cutting-edge research focused on generating stable optical frequencies and developing tools for measuring optical frequencies precisely. We are currently constructing an ultra-phase-stable laser system operating at 1156nm, an important part of our research and development of optical atomic clocks and ultra-low noise microwave generation. PURPOSE: The ultra-phase-stable laser system we are constructing is composed by a laser and a reference cavity. The latter has to be placed in a vacuum environment to minimize pressure-induced fluctuations in the optical path of the laser beam. The purpose of this purchase is the realization of the vacuum enclosure surrounding the cavity, according to our technical drawings. Additionally this cavity has to provide an effective thermal insulation, which in vacuum is realized by employing several layers of material with low-emissivity surface. For this purpose, according to our drawings, the so called low-emissivity-vacuum-enclosure is a combination of a low emissivity layers integrated with a vacuum chamber. Aluminum is chosen as material because of its vacuum compliance, achievable low-emissivity when high-polished and high thermal conductivity ensuring a uniform thermal environment for the cavity. DELIVERABLES: According to the drawings attached the parts requested are: n.1 vacuum chamber n.2 side walls n.18 low-emissivity layers Material: aluminum TECHNICAL SPECIFICATIONS: We require the aluminum parts to be treated with vacuum-grade citric acid to remove machining oil and polishing rouge residues. The assembly <vacuum-enclosure and side-walls> has to be helium leak tested and certified at 10^-9 Torr liters/s. The low -emissivity polished surfaces are required to have a RMS roughness lower than 8 micro-inches. TECHNICAL CONSIDERATIONS: In order to provide the needed thermally insulated environment inside the chamber it is important to have a low-emissivity finishing of the surfaces, with a final RMS roughness lower than 8 micro-inches. At the same time residues of the polishing rouge used for low-emissivity finishing have to be removed to ensure Ultra-High-Vacuum compliance. Therefore a vacuum-grade bath of all the parts is required at the end of the machining and polishing process. GOVERNMENT FURNISHED PROPERTY OR INFORMATION: Diode laser at 1156 nm, ULE spacer, active vibration isolation system and acoustic enclosure. INSPECTION AND ACCEPTANCE: All the low-emissivity surfaces will be visually inspected. We will not accept inhomogeneity, defects and scratches in the low-emissivity and sealing surfaces. The total assembly will be tested with Viton sealing. We will not accept a final pressure higher than 10-8 Torr. Delivery The schedule for delivery is within 10 weeks after the receipt of the award.
