Description
National Cancer Institute (NCI), Center for Cancer Research (CCR), Experimental Immunology Branch, plans to procure on a sole source basis Upgrade of two FACSAria IIu and one BD LSR II Cell Sorters with New Computers, Software and Electronics from Becton Dickinson Biosciences 2350 Qume Drive, San Jose, CA 95131-1807. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery of the instrument shall occur 30 days After Receipt of Order (ARO). It has been determined there are no opportunities to acquire green products or services for this procurement. The purpose of this acquisition is to upgrade the computer, software and electronics on two Government-owned BD Biosciences FACSAria IIu cell sorters (s/n P22300088 & P07900162), and LSR II (H1010). Both FACSAria IIs are roughly 8 years old and both have had fluidics upgrades in the last few years; however, their computers, operating systems and electronics are older generation. Replacing them will bring these two instruments to modern standards and extend their operational lifetime without needing to replace them. The Experimental Transplantation and Immunology Branch's (ETIB) current BD LSR II benchtop analyzer is quite old; the computer is no longer reliable, and is still running Windows XP, an operating system no longer supported by NCI CIT and Microsoft. However, the instrument is still capable of several more years of service with a computer upgrade. These upgrades of old equipment will facilitate ETIB and CCR research by supporting high-dimensional flow cytometry for many years to come. Contractor Requirements are: a) Contractor shall provide two (2) Upgrade Sortblock Aria I with temperature control b) Provide one (1) LSR Fortessa Windows 7 Z220 Workstation Bundle c) Provide two (2) FACSAria Windows 7 Z220 Workstation Bundle d) Provide Software support e) Delivery shall occur 30 days after order awarded and Installation shall occur no later than a week after delivery. f) Warranty on parts and accessories must be provided. BD Biosciences is the original equipment manufacturer (OEM) of this instrumentation and is the only authorized provider of computer, software and electronics upgrades for these instruments. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11 AM EST, on September 8, 2014. All responses and questions must be in writing and faxed to 240-276-5399 or emailed to Reyes Rodriguez, Contracting Specialist via electronic mail at reyes.rodriguez@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
