- ***2 September 2014 - Revised Description Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, Charleston, SC intends to issue Request for Proposals (RFP) number N65236- 13-R-0015 for the procurement of Air Traffic Control (ATC) engineering and technical support services. The anticipated work includes specialized ATC engineering, specialized ATC technical and integration support, configuration data management, and systems maintenance for a broad range of complex ATC, Meteorology and Oceanography (METOC), and Aviation Command, Control, Communications, Computers, Combat, Intelligence, Surveillance, and Reconnaissance (C5ISR) Systems. Services will be performed at multiple locations within the Continental United States (CONUS) as well as within United States Central Command Air Forces (USCENTAF) and United States Africa Command (AFRICOM) areas of responsibility in Southwest Asia, Southeast Asia, and Africa. On 23 May 2013, SPAWARSYSCEN Atlantic issued a market survey announcement (SSC-Atlantic_MKTSVY_D667A) via the E-Commerce/FedBizOpps web page. Interested parties having the capabilities to perform the tasking were encouraged to reply to the sources sought notice. Interested parties were also notified that the Government reserved the right to consider potential set- asides for small business as a result of the analysis of the responses to the market survey. As a result of this market research, a decision was made to conduct this procurement under full and open competitive procedures. The SPAWARSYSCEN Atlantic's Deputy for Small Business Programs has concurred with this strategy. The procurement will be conducted under full and open competitive procedures. The applicable NAICS code is 541330 with a size standard of $38.5 Million. The Government anticipates award of a multiple award, indefinite delivery, indefinite quantity (IDIQ), performance-based contract that will provide for the issuance of cost-plus-fixed-fee and firm-fixed-price task orders. The period of performance includes a base year and four one-year option periods. The estimated release date for the formal RFP is 12 September 2014.
