- This acquisition is being conducted under the statutory authority permitting other than full and open competition 10 U.S.C. 2304(c)(1). The Federal Acquisition Regulation (FAR) citation is 6.302-1(a)(2), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Reguirements. The US Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, with Qiagen, 1700 Seaport Blvd, 3rd Fl, Redwood City, CA 94063. Qiagen is the only responsible vendor that can provide the specialized items needed, Ingenuity Pathway Analysis software licenses, to fulfill this requirement. NAICS 511210/$38.5. Minimal Essential Characteristics Item: Ingenuity Pathways Analysis- Government concurrent license for five years for up to six user accounts 1. Must contain a large manually curated database built by PhD scientists. 2. Each literature finding represented in the database must be reported and substantiated in full-text peer-reviewed scientific articles. 3. Database must contain biological interactions between proteins, genes, complexes, cells, tissues, drugs, and diseases. 4. Ontology modeling process should be structured using a class-hierarchy relationship. 5. Database must include FDA approved and clinical trial drugs. 6. Must be able to compare functional implications of datasets frommultiple platforms to identify common pathways or molecular mechanisms in the experimental model. 7. Must be able to applycontextual filtering capabilities to identifygenes or proteins of interest prior to analysis. 8. Must be able to share pathway analyses with colleagues via email. 9. Must be able to transform networks and pathways into publication-quality graphics with color, customized text and fonts, biological icons, organelles, and custom backgrounds. 10. Database must be updated regularly to provide high-impact knowledge on a timely basis. Ingenuity Systems (dba Qiagen(r), is the manufacturer and sole supplier of for the Ingenuity Pathway Analysis licenses already in use at Pharmacology Branch, Research Division at the US Army Medical Research Institute of Chemical Defense (USAMRICD). This software is required for on-going research on the understanding of biological processes, functional analysis, significance calculations and other research protocols at USAMRICD. USAMRAA will issue a firm-fixed price award. Estimated total award value is $99,250.00 for five years to six licencees. This is a logical follow-on requirement to procure commercially available, proprietary software licenses from Qiagen. Unless the award is issued to Qiagen, substantial duplication of cost to the Government will be incurred and this cost is not expected to be recovered through competition. Any responses, in writing, to this notice must show clear and convincing evidence that competition will be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information which demonstrates the ability to meet the Government's need. This information must be received no later than the 15th day after this notice is posted. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
