- Brand Name Justification Siemens HiPath Statement of Work (SoW) Description: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. (ii) The solicitation number F3COBW4224A001 is being issued as a request for quotation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. (iv) This acquisition is 100 percent set aside for small businesses. The North American Industry Classification System (NAICS) code is 334210 with a size standard not to exceed 1000 Employees (U.S.) (v) 0001 - The contractor shall provide all hardware and software required to install a Siemens HiPath 4000 V6 system at the Command Post for three controller positions, and install a fourth controller position at the Alternate Command Post; in accordance with the Statement of Work. Estimated start date is 28 September 2014. The Government shall be informed by the contractor 14 days prior to firm start date. Once work has commenced, the contractor shall complete the work within 60 calendar days. 0002 - The contractor shall provide all manpower, travel, coordination, and supervision to complete the installation of the Siemens HiPath 4000 V6 system. Additonally, contractor shall train Command Post staff on system use in accordance with the statement of work. Estimated start date is 28 September 2014. The Government shall be informed by the contractor 14 days prior to firm start date. Once work has commenced, the contractor shall complete the work within 60 calendar days. See attached Request for Quotation. (vi) The contractor shall upgrade the HiPath 4000 V5 to ATO certified DIACAP Approved V6. The contractor will provide a technical refresh of the three controller positions at the primary Command Post, and install a fourth controller position at the alternate Command Post. The system will provide a JITC certified system with touch screen capability to support Operational Command Center. In accordance with the statement of work. (vii) Place of delivery is throughout Minot missile complex, ND 58705, installation must occur within a 60 day period after contract award. (viii) The provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. (ix) The provision 52.212-2, Evaluation-Commercial Items, applies to this procurement. The government will award a firm-fixed price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the government, and lowest price. The other factors considered will be the ability to meet the salient characteristics of the items above. Award shall be based on best value to the government. (x) The government advises Offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. Offerors are also reminded to complete Offeror Representations and Certifications on-line at www.sam.gov prior to submitting an offer. (xi) Clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. (xii) Clause 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items, applies to this acquisition and the additional FAR clauses cited in the clause are applicable: 52.204-10, 52.209-6, 52.219-6, 52.222-3, 52.222-21, 52.222-26, 52.222-19, 52.222-35, 52.222-36, 52-222-37, 52.223-16, 52.223-18, 52.232-33 (xiii) Clause 52.204-7, 52.204-13, 52.225-13, 52.232-40, 52.247-34, 52.252-1, 52.252-2, 52.252-6, 52.253-1. (xviv) There is no Defense Priorities and Allocations System (DPAS) rating applicable for this procurement. (xv) All offerors must submit a quote by 0100 pm Central Standard Time on Thursday, 18 September, 2014. Quotes received after that time may not be considered.
