Description
REQUEST FOR INFORMATION (RFI) Broadcasting Board of Governors | Office of Digital & Design Innovation African Investment: Digital Audience Research and Mobile Product Usability Studies for West and East Africa 2014 •1.0 Description 1.1 The Broadcasting Board of Governors (BBG) Office of Digital & Design Innovation (ODDI) is seeking information on how an interested contractor could provide digital audience research and mobile product usability studies in countries in West and East Africa. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the BBG is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. •2.0 Background The Broadcasting Board of Governors (BBG) Office of Digital and Design Innovation (ODDI) is conducting a program to develop leading mobile technologies that deliver high quality news, information and cultural programming to audiences in West and East Africa. The program services will provide audiences in these regions with the ability to receive and share timely, relevant content on connected mobile devices as well as contribute user generate content through the application and engage with other active users of the services. To determine the best approach to developing the features of this program, ODDI requires audience research mobile product usability studies to be conducted in multiple cities and countries in the regions of West and East Africa. •3.0 Requested Information ODDI requests that interested parties provide information regarding the following: •· Overview of methodologies and approach to conducting user research and user experience studies for digital and mobile products & services related to; multimedia content delivery, social media engagement, user generated content / content collaboration and digital lifestyle activities. •· Experience conducting the above research and studies in countries in West and East Africa and/or additional experience conducting research and studies in multiple cities and countries outside of the U.S. •· Experience conducting research and studies in multiple, non-English languages, with specific experience with French, Swahili and Hausa languages. •· Experience and capabilities identifying and recruiting qualified participants who are representative of specific audience segments to engage in research and usability studies with special consideration given to the youth/young adult audience, ages 16 - 29. •· Detailed plan for conducting and delivering all aspects of the research, studies, reports and artifacts over a 30-day period in multiple countries within a region (eg Senegal, Cote d'Ivoire and Mali in West Africa) or within several cities in a single specified country (eg Lagos, Abuja and Kano in Nigeria). •· Detailed accounting of types of reports and artifacts that will be generated and delivered to ODDI based on research and studies findings (written reports, recorded video footage, survey results, etc) •· A detailed budget narrative with pricing information for the above described activities and services 4.0 Responses 4.1 Interested parties are requested to respond to this RFI with a brief and a budget narrative. 4.2 Briefs are due no later than 12 September 2014, 2:00 pm EST. Responses shall be limited to no more than 10 pages for Section 3 and submitted via e-mail only to dsturgis@bbg.gov. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 4.3. Section 1 of the Brief shall provide administrative information, and shall include the following as a minimum: 4.3.1. Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 4.3.2. Recommended contracting strategy 4.3.3. Business type, i.e. large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business. Please refer to Federal Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards. The FAR is available at http://www.arnet.gov. The number of pages in Section 1 of the brief shall not be included in the 10-page limitation, i.e., the 10-page limitation applies only to Section 2 of the white paper. 4.4 Section 2 of the brief shall answer the issues addressed in Section 3 of this RFI and shall be limited to 10 pages. 5.0 Industry Discussions BBG and ODDI representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 6.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer, email address at dsturgis@bbg.gov. Verbal questions will NOT be accepted. Questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after September 9, 2014 will be answered. 7.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide Digital Audience Research and Mobile Product Usability Studies in West and East Africa. The information provided in the RFI is subject to change and is not binding on the Government. The BBG has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
