Description
The Naval Air Systems Command intends to award a sole source contract to The Boeing Company for Non-recurring Engineering (NRE) activities associated with the integration of a Precision Approach and Landing Capability (PALC) on U.S. Navy (USN) F/A-18E/F and EA-18G aircraft, lots 26 and up, without degrading the functionality of existing Automatic Carrier Landing System (ACLS) / Instrument Carrier Landing System (ICLS) equipment on these aircraft. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.' The PALC NRE contract will provide for the implementation of the PALC in existing or new avionics Weapons Replaceable Assemblies (WRAs), including qualification testing, lab asset updates, test assets, engineering support, Integrated Logistics Support products and updates to acceptance test equipment. The NRE contract to Boeing will also provide for platform integration testing, lab asset updates, test assets, engineering support, and Integrated Logistics Support products for the PALC effort. Boeing is uniquely qualified as the prime integrator for this system because they have significant experience with the requirements and integration of the same or similar systems on these aircraft; and as such, is the only known firm with the knowledge, experience, and technical expertise required to accomplish this effort.
