- TITLE: Flexcell® FX-5000 TM Tension and Tissue Train® System DESCRIPTION: THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), on behalf of the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), intends to negotiate and award a purchase order on a non-competitive, sole source basis to Flexcell International Corporation, 437 Dimmocks Mill Road, Suite 28, Hillsborough, North Carolina 27278 to procure one (1) Flexcell® FX-5000 TM Tension and Tissue Train® system. BACKGROUND The goal of the proposed study is the elucidation of the structure and function of tight junctions, cellular structures that comprise the seal between cells and regulate the paracellular passage of solutes and ions. This structure allows epithelial tissue to directionally secrete and absorb material and prevents bacteria and toxins from getting across cell layers. Tight junctions must maintain a barrier in the context of tissue movement (intestinal peristalsis, for example) and the requested equipment is designed to replicate tissue movement. Our goal is to study how tight junctions can maintain a paracellular seal in the face of mechanical stress. PROCUREMENT: The contractor shall provide the following: One (1) FX-5000T Flexcell® FX5000 TM Tension System - Demo Unit #: 50015077T and one (1) SF-3000 StageFlexer® Demo unit#: 30103076 DELIVERY The date of delivery will be thirty (30) days after receipt of the order. The delivery point is: National Heart, Lung and Blood Institute Building 50, Room 4525 50 South Drive Bethesda, MD 20892 JUSTIFICATION : The Flexcell® FX-5000 TM Tension System and Tissue Train® System systems are composed of scientific instrumentation designed to provide a mechanical load to cells in culture. They apply a defined,controlled, static or cyclic deformation to growing cells in vitro. This specialized equipment incorporates proprietary technology and methods and is protected by both United States and International patents. FX-5000 TM TENSION SYSTEM FEATURES • Uses vacuum to deform a flexible-bottom culture plate yielding up to 33% substrate elongation • Minimum strain resolution capability is 0.1% elongation • Applies a defined, controlled, static, or cyclic deformation to growing cells in vitro • Housed valving mechanism automatically regulates and maintains pressure to provide the specified strain regimen • Capable of driving up to 4 independent FlexLink remote strain and/or compression controllers • Capable of delivering frequency ranges from 0.015 Hz • Works with BioFlex, Tissue Train and UniFlex TM culture plates • Ability to program multiple frequency, amplitude and wave changes in one regimen • Waveforms available: Static wave, Sinusoidal wave, Heart wave (Electronic and Pressure), Triangular wave, Square wave and custom waveforms • Provides equibiaxial strain or unconstrained distension to the BioFlex culture plate membrane • Optional: Tissue Train and UniFlex TM plates can be used in conjunction with Arctangle® Loading Stations TM to achieve uniaxial strain • Optional: StageFlexer and StageFlexer Jr. devices allow strain application to cells while viewing in real time under an upright microscope • Optional: FlexStop TM provides a way to prevent pressure-induced flexing of any number of BioFlex wells FX-5000 TM TENSION COMPONENTS AND SPECIFICATIONS • Dell OptiPlex Desktop Computer • USB Keyboard • USB Mouse • 19" Flat panel Monitor • FlexSoft® FX-5000 TM V1.0 (Flexcell FX-5000 Software) and Microsoft Windows 7 • FX5K TM Tension FlexLink controller • Accessory Pack - nuts, ferrules REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source (for purchases not exceeding the simplified acquisition threshold) and only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification system (NAICS) Code is 334516, size standard 500 Employees, Analytical Laboratory Instrument Manufacturing. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable (FAR Part 6.001). The resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-74 (July 1, 2014). Interested parties may identify their interest and capabilities in response to this notice of intent by September 5, 2014 at 9:00am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct future competitive procurements.
