Description
SYNOPSIS: Custom SAS Programming Services from Truven Analytics Solicitation#: 14-233-SOL-00733 Notice Type: Combined Synopsis/ Solicitation NAICS Code: 541511 Date: September 2, 2014 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as an invitation request for quotation (RFQ). Notice of Intent: The Government intends on soliciting from Truven Health Analytics (formerly Thompson Reuters) as, pursuant to FAR 13.106-1(b) Soliciting from a Single Source, because this firm is the only one source that has the license agreements and technical ability to manipulate the data needed to satisfy agency requirements. The anticipated contract period will be for one year. This determination is made based on Truven Health Analytics as the sole owner of the MarketScan database which contains very detailed health care cost and use information on approximately 45-47 million commercially insured individuals. It is unique in that it is a very large nationally representative sample of claims that includes in-depth information on a wide variety of health plans, health plan benefits, and individual behavioral risk profiles, which are essential for a wide range of projects ASPE is involved in. The MarketScan data are also recognized as the preeminent source of information for commercially insured individuals. Because of this specific criterion, Truven Health Analytics is found to be the only technically acceptable vendor that is capable of providing this specialized data at the level of quality required. The price of the Truven Health Analytics technical assistance in manipulating the data is fair and reasonable when compared to other similar assistance. Under a prior contract, ASPE has used the 2008-2011 data to conduct a variety of analyses in support of Medicare payment policy and the potential impacts of key provisions of the Affordable Care Act, including the implementation and operation of Affordable Insurance Exchanges (AIEs). It is important that ASPE continues to maintain access to these data and expand this access to include data for 2012 for several reasons such as the large number of covered lives permits reliable examination of issues related to sub-populations or specific types of services. Description: The purpose of the project is to study the growth rate of health care spending in the private sector from 1999 to 2012 (2013 when available by the end of 2014). The contract involves technical assistance (mainly in the form of SAS programming services from Truven analytics) to perform the following tasks using the Truven Marketscan data: 1. Summarize spending and utilization per enrollee by type of services and type of providers for 1999-2013 2. Compute the HCC risk adjustment factors for each enrollee for 1999-2013 3. The deliverables are SAS analytical data sets and SAS codes that were used for the above steps. This announcement constitutes the only solicitation; and a written solicitation will not be issued. Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with offer. Interested parties may identify in writing, their interest and capability to respond. Capability statements shall be submitted and received by Tuesday, September 9, 2014, no later than 12:00 p.m. (EDT), to the point of contact (POC) listed in this announcement. Submissions may be made by electronic or tangible means. All submissions, regardless of the manner of submission, must be received by the POC by the deadline date and time.
