- NOTICE OF DECISION TO CONTRACT WITH A SINGLE-SOURCE: The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), intends to award a single-source contact to Carl P. Duggins to provide training classes for the Transportation Safety Institiute (TSI). The requirement includes a TSI approved curriculum created by Mr. Duggins, that consists of an Instructional package and presentations for Human Factors in Aircraft Accident Investigation, Course 00035 and Human Factors in Aviation Maintenance, Course 01005. Each course also includes program of instruction, qualification standards, training handouts, and case studies specifically pertaining to different types of failures encountered due to human factors and human factors in maintenance aviation. The anticipated Period of Performance is 10/1/2014 to 09/30/2015. Purpose of Announcement: In accordance with the FAA Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single-source procedures. The FAA intent to award a Purchase Order to Carl P Duggins in Broken Arrow, OK 74011 valued at an estimated $10,200.00 (includes a Cost Reimbursable line for travel). This procurement is considered to be single-source based on the specialized experience of Mr Duggins in Aviation maintenance and working with the NTSB and industry. It there are not questions received by September 8, 2014, then award will be made at or around September 11, 2014 This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
