- Solicitation Package (includes Schedule of Items, Clauses, Provisions, Maps) This solicitation is to establish a Blanket Purchase Agreement (BPA) for purchasing fuel tender services in support of the forest's prescribed fire program for the Uinta-Wasatch-Cache National Forest located in Utah. The vendor(s) shall furnish supplies or services, if and when requested by the Contracting Officer or the authorized representative of the Contracting Officer. Awards may be made to a single vendor or to multiple vendors. Services under this agreement will provide an onsite fuel tender at different locations on the Forest to support the implementation of three prescribed fires - Blacksmith Fork, Hoop Lake, and Bear Lake. The prescribed fires will only be under certain weather conditions. Therefore, there is no guarantee that the fuel tender services will be required for any or all three projects within the time-frame of this agreement. The fuel tender must provide 100LL avgas (aviation gasoline) and red diesel fuel. The number of gallons needed for each prescribed fire will depend on the site specific weather and fuels conditions. However, approximately 1,500 gallons of avgas and 1,000 gallons of diesel are desired. Work may occur during the fall, spring, or summer on any day of the week (most likely during the fall and spring); from October 1st, 2014 to September 30th, 2015. Notice of upcoming burn windows will be provided to the contractor at least one week prior to implementation. The tender will receive at least 24 hours notice prior to actual implementation. Work will occur during daylight hours, typically from 0900 to 1900. There is a possibility that this agreement may be extended by up to an additional 12 months through the exercising of an option year. This option year would cover the period of October 1st, 2015 to September 30, 2016. Funding of this project is Subject to Availability of Funds (Reference FAR 52.232-18 Availability of Funds (APR 1984). Offerors to this solicitation must be registered and active in the System for Award Management (SAM) database at the time of submission of offer. Additional information may be obtained at the SAM website: www.sam.gov. Additionally, the offeror must be registered in the SAM database under the NAICs code that this solicitation is posted under. The NAICs code for this solicitation is: 424710. This solicitation is Set Aside 100% for Small Business.
