- Schedule of Charges (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being conducted in accordance with the procedures of FAR Part 12-Acquisition of Commercial Items and FAR Part 15-Contracting By Negotiation. (ii) The solicitation number is HHS-NIH-NIDA-SSSA-2014-700 and the solicitation is issued as a pre-solicitation notice of intent to award a contract on a noncompetitive basis to The Johns Hopkins Health System Corporation, 600 North Wolfe Street, Baltimore, MD 21287-0005. This acquisition is for a commercial item or service and is conducted under the authority of the FAR 12-Acquisition Of Commercial Items and the statutory authority of FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements 41 U.S.C. 253(c)(1). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2006-76, dated August 25, 2014. (iv) There are no set-aside restrictions for this requirement, the associated NAICS code NAICS 812930-Parking Lots and Garages and size standard $35.5M. (v) The National Institutes of Health (NIH) National Institute on Aging (NIA) Intramural Research Program (IRP) employees and temporary workers require parking for their personal vehicles on a parking lot contiguous to the federally leased Biomedical Research Center building while working at on the Johns Hopkins Bayview Medical Center Campus property. Approximately 280 parking spaces are needed to accommodate this requirement. The purpose of this requirement is to obtain parking for the NIA IRP employees and temporary workers while they are conducting official government business at the Biomedical Research Center on the Johns Hopkins Bayview Medical Center Campus property located at 251 Bayview Boulevard, Baltimore, Maryland 21224. The Contractor shall provide parking for the NIH NIA employees and temporary workers in the vicinity of the Bayview Biomedical Research Center (BRC) on the Johns Hopkins Bayview Medical Center Campus property located at 251 Bayview Boulevard, Baltimore, Maryland 21224. Parking Spaces: The parking lots are to be opened to the employees 24 hours a day, 7 days a week. To facilitate this requirement the Contractor must be able to accommodate an estimated 280 parking spaces for employees on the ensuing parking lots: 1) North East Lot - 215 spaces 2) Boiler Lot - 10 spaces 3) Alpha Commons Lot - 50 Spaces 4) Mason F. Lord Lot - 5 Spaces Shuttle Service: In addition, shuttle service will be provided throughout the day to and from the BRC and Triad buildings 7 days a week. From 6:00 am - 10:00 am, Monday through Friday, an express shuttle service will be provided for the employees who park at the North East lot. This shuttle is to take the quickest route to the BRC and back to the North East lot. The shuttle is to run between 10 and 15 minute intervals and take the quickest route to the BRC and back to the North East lot to transport NIH/NIA workforce. The shuttle must be clearly delineated from the other shuttles with a sign designating it the "Biomedical Research Center Express Shuttle". The sign should be clearly posted on the front and sides of the shuttle. From 10:00 am - 3:30 pm, Monday through Friday, the shuttle shall run at least two times every 30 minutes on the hour between the same locations. From 3:30 pm to 7:00 pm, Monday through Friday, the shuttle is to pick-up NIA employees from the BRC every 20 minutes to transport employees to the North East lot. The Contractor must notify the government point of contact(s) (POC) at a minimum of 14 calendar days in advance of any changes in the shuttle service. The Contractor must notify the government point of contact(s) at least 6 weeks in advance of any type of interference that will change parking availability at any of the parking lots. Government Responsibilities - The government will monitor the contractor's performance to ensure that sufficient parking is available for NIA IRP employees and workers, the timeliness and dependability of shuttle services, and the accuracy of invoices submitted for payment. Deliveries or Deliverables-The Johns Hopkins Bayview Parking Office will keep a current list for each parking participant and the list time he or she has parked. The list will be called the "Verification Master Sheet and contain a column with the heading "last time parked• for each parking participant. Johns Hopkins Bayview Parking Office will submit monthly invoices, which includes sending the "Verification Master Sheet," to NIH/NIA's COR via e-mail in addition to adherence to any payment clauses associated with this contract. The Verification Master Sheet is to be sent no later than by the 7th calendar day of each month. After an agreement is reached by both parties Johns Hopkins Bayview Parking Office will submit the monthly invoice for NIH/NIA to approve. (vii) The period of performance is twelve months beginning September 28, 2014 through September 27, 2015 and four (4) successive twelve month option periods through September 27, 2019. (viii) FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition and a statement regarding any addenda to the provision. (ix) FAR clause 52.212-2, Evaluation - Commercial Items, is applicable to this requirement. Offers will be evaluated on (1) the capability of providing at a minimum of 280 parking spaces for the NIH NIA employees and temporary workers on or nearby proximity of the Bayview Biomedical Research Center (BRC) on the Johns Hopkins Bayview Medical Center Campus property located at 251 Bayview Boulevard, Baltimore, Maryland 21224; (2) the capability of providing shuttle service as described in the herein; and (3) price. (x) The Offeror must include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. (xi) FAR clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. An addendum to FAR clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following clauses are incorporated by reference: (1) FAR 52.216-5, Price Redetermination-Prospective (October 1997); (2) FAR Clause 52.217-9, Option to Extend the Term of the Contract (March 2000); and (3) FAR Clause 52.216-22, Indefinite Quantity (October 1995). (xii) FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. (xiii) There are no additional contract requirement(s) or terms and conditions applicable to this requirement. (xiv) The Defense Priorities and Allocations System (DPAS) is not applicable to this requirement. (xv) This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the parking spacing and shuttle services as specified herein. The offeror must submit a price quote in the format of the attached document for the twelve month base period of performance and each twelve month option period. The offeror may submit any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." All responses must be received by September 22, 2014, 12:00 Noon and must reference number HHS-NIH-NIDA-SSSA-2014-700.
