- Justification for Sole Source FedBizOpps Notice - RFQ-DJF-14-2200-PR-0006550 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source Firm-Fixed Price (FFP) contract with Advanced Measurement Technology, Inc., Oak Ridge, TN under RFQ-DJF-14-2200-PR-0006550. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. Background: Please see attached Justification for Other Than Full and Open Competition (JOFOC). Based on market research conducted, it has been determined the FBI's requirement for the referenced services can only be provided by Advanced Measurement Technology, Inc. Advanced Measurement Technology, Inc. is the only provider who can meet the FBI's requirements, as listed below: The FBI, under RFQ-DJF-14-2200-PR-0006550 requires: 1) DET-EX-100T-8-PAC-PKG2, Portable HPGe Identifier (Gamma and Neutron), up to 8 MeV gamma energy range. Includes GPS, AC/DC power adapter/charger (PAC), automobile power cables, and shoulder strap. 2) DETECTIVE-OPT-15 Ultra Battery Extender 3) EW-S-2-ORT, two-year silver extended warranty to cover the DETEX-100T-8-PAC-PKG2. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by the time and date identified herein. Submissions will only be accepted by email to the attention of David L. Marmo, David.Marmo@ic.fbi.gov with the subject line: RFQ-DJF-14-2200-PR-0006550 Capability Statement; telephone requests will not be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If interested, please submit a "capability statement" fully demonstrating the ability to meet the requirements as detailed above. The capability statement provided will be the sole information used to determine a vendor's capability; references to outside information will not be considered. If the vendor is found capable, they will be entitled to a copy of RFQ-DJF-14-2200-PR-0006550, upon request; to be competed with any other qualified vendors. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
