Description
INTRODUCTION This is a pre-solicitation non-competitive notice of intent synopsis to award a contract without providing for full or open competition. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institute on Drug Abuse (NIDA), Consolidated Station Support and Simplified Acquisitions (CSS/SA) Branch intends to negotiate and award a purchase order to The Rockefeller University for services to compile a data set that contains measures of estradiol's effects on brain function in humanized female, met-knock-in mice without providing for full and open competition. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The procurement is classified under 541990 - All Other Professional, Scientific, and Technical Services with a Size Standard of $15.0 Million. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-76 dated August 25, 2014. This acquisition is for a non-commercial item or service and is conducted under the procedures as prescribed in FAR Part 13-Simplified Acquisition Procedures. This acquisition is NOT expected to exceed the simplified acquisition threshold. STATUTORY AUTHORITY This acquisition is conducted under the authority of the authority of FAR Subpart 13.106-1(b)(1)(i). PURPOSE AND OBJECTIVES To evaluate specific neurobiological mechanisms underlying these gene-by-hormone interactions and their implications for the development of depression in women, the National Institute of Mental Health (NIMH) wants to obtain the data from a contractor's lab that are related to the effects of hypogonadism and estradiol replacement on measures of behavior and brain function in humanized female brain-derived neurotrophic factor (BDNF) knock-in mice. This data set will include measures to define the effects of stress, BDNF genotype, and estradiol on hippocampal gene expression, morphology, and synapse formation, using cell culture models, electron microscopy, and immunocytochemistry. PROJECT DESCRIPTION The Contractor shall compile a data set and provide a complete data set to Behavioral Endocrinology Branch (BEB). The data set will be used to compare with existing data on BDNF and estradiol interactions in women. Contractor Requirements - Key Personnel - 1. Minimum of 20 years of experience in reproductive neuroscience techniques. 2. Key Personnel - Ph.D. Degree required. 3. Availability of sufficient BDNF knock-in mice to perform required experiments. Expertise in care of and experiments with BDNF "humanized" mice, knowledge of hormone manipulation paradigms to be employed and knowledge of behavioral. Genomic and neuroscience methods necessary to complete specific aims of proposed study PERIOD OF PERFORMANCE The period of performance will be 12 months after award date. A firm fixed price purchase order is anticipated. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. The BDNF knock-in mice were developed at The Rockefeller University and Dr. McEwen's lab has had the most experience worldwide with the female BDNF transgenic mouse. Additionally, Rockefeller's Dr. McEwen has the unique experience with investigating the effects of estradiol on measures of brain function and behavior in these mice as well as wild-type mice. Finally, his lab has the largest experience and most advanced expertise in performing ovarian steroid manipulation in mice and with the performance of the neuroscience methods to investigate the effects of BDNF genotype and ovarian steroids in the hippocampus. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by the closing date and time of this announcement and must reference the solicitation number.
