Description
NOTICE OF INTENT The Department of Veterans Affairs, Network Contracting Office 7, Ralph H. Johnson VA Medical Center, South Carolina, hereby provides notice of its intent to issue a purchase order pursuant to the authority of FAR 6.302-1, 41 U.S.C. 253(c)(1) on a sole-source basis to Engineered Care, Inc., 44 Montgomery Street, Suite 300, San Francisco, California 94104-4808, for "Project Red" software and license. Engineered Care, Inc. is the exclusive licensee of Project Red, an AHRQ funded research project from Boston Medical Center. The applicable NAICS is 541512. This action will be conducted IAW with FAR Parts 12 and 13. A Justification and Approval for Other Than Full and Open Competition has been prepared. The period of performance shall be a base year and four (4) one (1) year option periods. The contract will consist of the procurement of software and license to the customer and its users to use the product during the terms of contract. Charleston VAMC will utilize the Project Red software system to create personalized educational materials to support safe transitions of care for veterans. This system is an electronic interface that integrates information from the VA's Vista Health record and CPRS into a patient friendly, understandable booklet or document. The system provides a user friendly internet based portal for the modification of patient information and is capable of integrating information from different areas of the patient's computerized health record into the internet portal. This system will require support from the company's customer service team as well as have the capability to be personalized and modified to meet medical center specifications. Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit an offer; however, only services meeting the Department of Veterans Affairs requirements will be considered for award. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine that a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at https://www.uscontractorregistration.com/ by calling the SAM Registration Center at 1-877-332-8277. Interested parties are encouraged to furnish information. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Judy A. Gachette, Procurement Analyst, VMSI Contractor, NCO 7, by email at judy.gachette@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
