Description
The Naval Air Systems Command intends to negotiate and award a sole-source, firm fixed price delivery order under Basic Ordering Agreement N00019-10-G-0009 with Martin Baker Aircraft Company, Ltd (MBA), Higher Denham, Middlesex, England to procure approximately 49 Joint Helmet Mounted Cueing System Seat Position Sensor Mod Kits (Part Number MOD-MB9255R1), in support of the F/A-18 Navy Aircrew Common Ejection Seat (NACES) Program to support the Kuwait Air Force requirements; FMS Case: KU-P-LBY. Martin Baker Aircraft Ltd is the sole manufacturer of the NACES and JHMCS SPS modification kits that are currently deployed throughout the fleet. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. MBA is the sole designer, developer and manufacturer for the NACES and as such is the only company that has the requisite knowledge, technical expertise, production tooling facilities, and technical data necessary to meet this requirement. This notice is published for information purposes only and is not a request for competitive proposals. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by September 18, 2014, 1530 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
