Description
SOLE SOURCE NOTICE THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES This announcement constitutes a Notice of Proposed Contract Action for a non-competitive acquisition to be awarded by the 502d Contracting Squadron at JBSA Randolph AFB, TX to Atlas Industrial Supply, Inc. 16511 Hedgecroft Dr. Ste 218, Houston, TX 77060. The requirement is for the purchase of one (1) each customized Hydraulic Power Unit #SLR40-A-50BMTCF-H1-G5N-RV6-FPC50-V8. Required delivery is FOB Destination not later than 18 weeks ARO. The unit includes the following: 1. 40 Gallon Reservoir Mounted Inside Cart To Include: One Clean Out Cover; Baffle; Filler Breather; Sight Level-Temp Gauge; Bolt Down Top Plate 2. Cart To Include: 6" Casters Lockable & Swivel; Removable Panels On Sides, Back And Top; Electric Control Panel @ 45Deg.; Hooks/Racks For Hoses And Cord; Accessible For Fork Lift 3. 50 HP Reliance Motor 326TC 460/230/60/3 TEFC 1800 RPM 4. Oilgear Pump PVG-065-B2UV-RGFY-P1NN-SNNN Pump Compensator Is Remotely Operated By A Proportional Relief Valve Plumbed Off Of The 361 Port Of The Pump 5. Proportional Relief Valve Mounted Off The Pump Control ERVPS-10-N-50-6TS-24DG 6. One Gallon Tobul Blador Accumulator Mounted 7. Sun Accumulator Auto Dump Valve YCHE-XAN-AM/S 8. Special Paint The reason for the sole source is due to two prior purchases of these customized hydraulic power units (HPUs) made from Atlas Industrial Supply, Inc. (Atlas) under the sole source 8(a) program. The units are unique in their configuration and function to support the Randolph AFB (RAFB) Trainer Development (TD) Squadron's B1-B Armament Systems Trainer program. This HPU, when purchased, will be used as a spare for four other units; one at Ellsworth AFB, South Dakota, and one each at Dyess, Sheppard, and Randolph air force bases, in Texas. In addition to a substantial equipment investment to date, TD also has a considerable investment in a bench stock of parts for the units. Currently, if an HPU malfunctions and no spare is on hand, a training deviation will result including a month or more of training time displaced to the actual aircraft. This accelerates wear and tear, resulting in unnecessary maintenance and repair costs. This notice is neither a request for quote nor a solicitation of offers; however, vendors that feel they can fulfill this requirement should provide a complete capability statement, to include references from previous relevant work, to the points of contact identified in this notice. A determination by the Government not to compete this requirement based on responses received is solely at the discretion of the Government and the Government will not reimburse any costs incurred as a result of the response. Information received will be considered only for the purpose of determining whether to conduct a competitive procurement under NAICS 336413 with a size standard of 1000 employees.
