- The U.S. Fish & Wildlife Service has a requirement for a service contract to provide laboratory analysis for periphyton collected at the Arthur R. Marshal Loxahatchee National Wildlife Refuge. The period of performance shall be on or about September 2014 through November 2014. This requirement is being procured and awarded in accordance with FAR Part 13, Simplified Acquisition Procedures. The Government anticipates award of a commercial firm fixed-price type contract. This is a 100% small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 541990 with a small business size standard of $14.0 M. Any quotations received from concerns other than small businesses will not be considered for award. If no responsible small business quotes are received small business set aside shall be dissolved automatically. The solicitation and any documents related to this procurement will be available over the internet on or about September 4, 2014 at www.fedconnect.net. It is the offerors responsibility to monitor this site for the release of the solicitation and any amendments. Thus, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore the responsibility of any interested parties to obtain any amendments that may be issued. To be eligible for award offerors must be fully and actively registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM. SAM is a free web-site which consolidates Federal procurement systems. Currently CCR, FedReg, ORCA, and EPLS have been migrated into SAM. Potential offerors are responsible for monitoring www.fbo.gov and www.fedconnect.net for the release of the solicitation or any other pertinent information. Paper copies of the solicitation will not be provided. Once in the FEDCONNECT website, you will have the option to either sign in or search public opportunities only. You will do a search for either solicitation number F14PS01306. Payment requests must be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform System (IPP). The IPP website address is: https://www.ipp.gov. The offeror must use the IPP website to enroll, access and use IPP for submitting requests for payment. Offeror assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the Offeror is unable to comply with the requirement to use IPP for submitting invoices for payment, the Offeror must submit a waiver request in writing to the contracting officer. Responses to the RFQ will be due on September 10, 2014, and the anticipated award date of the contract is September 12, 2014. Quotes may be submitted either by e-mail to jamese_promise@fws.gov, hand-carried, or by mail. No faxed quotes allowed.
