- The Department of Energy, Golden Service Center, intends to award a sole source contract, in accordance with the Federal Acquisition Regulation (FAR) 6.302-5, to the National Institute of Building Sciences (NIBS). Authority to sole source to NIBS is provided for in 12 USC 1701j-2(g)(3). This contract will be awarded to assist the Federal Energy Management Program (FEMP) with the Learning Management System (LMS), which is a part of the Whole Building Design Guide (WBDG), sponsored by NIBS and supported by many Federal agencies, including DOE. The LMS meets FEMP?s training, evaluation and reporting requirements and DOE?s Personally Identifiable Information (PII) requirements. Using the WBDG LMS allows FEMP to leverage the WBDG brand and audience for FEMP training. The WBDG has systems in place to track users for detailed evaluation, reporting and accreditation processes, an essential factor in maintaining FEMP?s 3rd party accreditation by the International Associatio n of Continuing Education and Training (IACET). Since all FEMP accredited courses reside on the NIBS WBDG, FEMP would have to develop an entirely new system for posting, evaluation, record-keeping, and reporting to duplicate this comprehensive and automated product at great expense and time to the Federal Government. An alternative action would jeopardize FEMP?s 3rd party accreditation. The description of services to be provided will include, but are not limited to, the following: ?Coordinate with the FEMP Training Lead and subcontractors to plan new and updated E-Learning Course, First Thursday Seminars and other live trainings that require IACET Continuing Education Units (CEUs) and a presence on the WBDG website. Attend meetings and other presentations as needed; ?Work with FEMP staff and subcontractors to compile course materials, modules and tests for posting to the WBDG website; ?Create new or update existing database entries in the WBDG system for courses; ?Code course and test pages as needed for new or updated course; ?Test courses on the WBDG to ensure modules and tests are functioning properly; ?Manage and maintain FEMP Course Administration pages for reporting; ?Work with FEMP to develop new features as needed on the WBDG website for FEMP courses and program the system to incorporate or update those features; and ?Submit FEMP courses, as appropriate, to the American Institute of Architects (AIA) and U.S. Green Building Council (USGBC) for additional credits. The estimate of work under this contract is for 5 years, with a program magnitude of approximately $135,000.00 No RFQ will be issued for this requirement. Interested parties may identify their interest and capability to respond to this requirement, no later than September 15, 2014. However, a determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
