Description
The United States Fish and Wildlife Service, Contracting and General Services Division in Portland, OR has plans to solicit full and open competition (small and large businesses) for the purchase and installation of two (2) new generators and to rebuild an existing generator at Midway Atoll National Wildlife Refuge. Applicable NAICS code is 335312. Basis for award will be Lowest-Priced, Technically-Acceptable. Lowest priced proposal will be based upon the lump sum total for all bid schedule items. If the lowest priced proposal is technically acceptable, award will be made and no other proposals evaluated. If the lowest priced proposal is not technically acceptable, the Service will evaluate the next lowest priced proposal and so on until a proposal is identified to be technically acceptable. In determining whether a proposal is technically acceptable, the Service will be asking for a technical proposal that includes certifications for the assigned technician(s) to prove they have at least five (5) years of experience in performing similar work as set forth in Statement of Work and associated documents. Additionally (in determining a proposal to be technically acceptable), submit at least one prior project, by the technician, that shows work on a Caterpillar engine-generator set, no less than 300 kW in peak (technical submission can be up to 10 pgs total). If available, existing information from the Past Performance Information Retrieval System (PPIRS) may also be used to supplement the evaluation of past performance and overall ratings from any PPIR rating on file must be satisfactory or higher to be considered technical acceptable. Solicitation number F14PS01206 and attachments will be posted to FedBizOpps directly hereafter with proposals due by 3 PM PDT on September 9, 2014. No further notice will be posted on FedbizOpps.
