- i. "This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued." ii. The solicitation number is HHS-NIH-NHLBI-CSB-(HG)-2014-246-DLM and the solicitation is being posted as a request for proposal (RFP). iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76, August 25, 2014. iv. This is set-aside for small business, the associated NAICS code is 541519, Other Computer Related Services and the small business size standard is $25.5M. The acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13. All responsible offerors may submit a proposal, which if timely received, shall be considered by the agency. Offers are due by 8:00 A.M. Background: The National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency mission to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability.conducting, supporting and making medical discoveries that improve people's health and save lives. NHGRI's Communications and Public Liaison Branch (CPLB) is responsible for disseminating NHGRI research results and strategic plans for future research to the public and scientific communities. Currently, the Digital Media Database (DMD) is a virtual warehouse of photos and graphics available on the web for uses by the media, public and researchers. The DMD currently runs on Equilibrium's Media Rich software. Over the years, NHGRI has been gradually building a library of videos of NHGRI meetings and off-air coverage about NHGRI research. To archive and backup these video assets, NHGRI now needs a digital asset management system to create, ingest, transcode and deliver any type of video. This will make them accessible and downloadable from the web for educational and scholarly research about the NHGRI and the Human Genome Project. This DAM is not the same as the DMD. We plan to utilize the DMD for the metadata, and use the DAM to process the videos into manageable video files. The DMD and the DAM are compatible. Objectives : To archive and backup these video assets, NHGRI now needs a digital asset management system to create, ingest, transcode and deliver the NHGRI videos into any type of video. This will allow the videos to be searchable and downloadable from the web for educational and scholarly research about the NHGRI and the Human Genome Project. This DAM is not the same as the DMD. We plan to utilize the DMD for the metadata and searching functions, and to use the DAM to process the videos into manageable video files. The DMD and the DAM are compatible and will work together. The Telestream software (Vantage) would allow CPLB staff to process the NHGRI videos while adding video metadata, and doing it all in-house. The Telestream Vantage System would also allow NHGRI to create, ingest, transcode and deliver any type of video for the use of the public, health professionals, media, and scientific communities. viii. The FAR Provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and is hereby incorporated by reference. All Federal Acquisition Regulations (FAR) clauses may be viewed at http://acquisition.gov/comp/far/index.html. The proposal must reference the RFP Number: HHS-NIH-NHLBI-CSB-(HG)-2014-246-DLM. All responsible offerors may submit a proposal, which if timely received, shall be considered by the agency. All proposals shall contain the following: 1. Name of Contracting Organization; 2.
