- 1. NOTICE: This is not a solicitation, but rather a Request for Information (RFI). This is a third Sources Sought posting with the previous listings occurring under FA8232-14-R-MWS and FA8232-14-R-MWS2. 1.1 The purpose of this RFI is to conduct market research for the proposed US Air Force (USAF) requirement for the F-16 Missile Warning System (MWS). This RFI is a follow-on activity for the previous Industry Day event referenced at this link: https://www.fbo.gov/spg/USAF/AFMC/OOALC/Results_F-16_Missile_Warning_System_Industry_Day/listing.html. Please review the information contained at that address for more background details on the program. 2. Information Requested: 2.1 As part of its market research for the F-16 MWS program, the F-16 Program Office (AFLCMC/WWMPA Integration Section), Hill AFB, UT is seeking information and/or recommendations from industry on the following topics. If your company or organization is interested in this potential contract, please address the following topics: a) Please explain your organization's rationale and methodology for determining the MWS Probability of Declaration (PDEC) and False Alarm Rate (FAR) definitions used in the development of your system. What are the numeric values of PDEC and FAR of your system final design? USAF is particularly interested in recommended combinations of PDEC and FAR due to anticipated performance correlation; your organization may wish to provide more than one PDEC and FAR combination. What atmospheric conditions were used to evaluate your system? b) What were the lead and ancillary platforms for which your MWS was developed? What is the operational flight envelope in which your MWS was designed to operate? Does your system require any algorithm changes in order to support the F-16 operational flight profile? Is your MWS designed to perform against a specific threat list? If so, please provide this threat list. c) Please address your organization's strategy to incorporate MWS capability against new or emerging threats. d) What are the intelligence information requirements (e.g. threat signatures, flight profiles) for your organization's MWS to operate successfully? Would additional types of intelligence data improve or maximize the performance of the MWS? Please explain. e) Please explain any potential impacts on the performance of your organization's MWS with global positioning system (GPS)/inertial navigation system (INS) data provided to your system within a range of 12.5 Hz to 50 Hz frame rates. f) In order to sustain the F-16 MWS after fielding, USAF will require the entire MWS processing algorithm/software, with all documentation and code comments in English language, as part of any MWS contract. This requirement will include digital simulation models, software code, compilers, build/make files, and other tools necessary for USAF to maintain and update the algorithm/software. Will your organization be prepared to supply this algorithm/software to USAF? g) What is the estimated total system (sensors and controllers) mean time between failures (MTBF) for your organization's MWS? How is this figure determined? h) USAF is studying the potential maintenance impact of fielding F-16 MWS, including support equipment (e.g. sensor tester, system operational tester, depot tester, etc.). What maintenance concepts and support equipment are recommended for your organization's MWS? i) Has your organization's MWS undergone vibration and shock testing? If so, what vibration profile or profiles were used to test your system and what were the results? USAF intends to install MWS into PIDSU/PIDS+ pylons. Has your organization included the pylon vibration profile in your vibration and shock testing or analysis? All information or data received in response to this RFI will be protected as proprietary information.
