- Solicitation: W91QF6-14-T-0040 Special Notice NAICS code for this procurement is 518210 and the small business size standard is $32.5M. FSC code for this procurement is 7030 Purchase of Annual PIER (Public Information for Emergency Response) system Subscription for Fort Meade PAO Closing Date: 10 September 2014, 3:00 p.m. (EST) The Government intends to solicit and negotiate with only one source, IMMIX TECHNOLOGY, INC, 8444 Westpark Drive, Suite 200, McLean, VA 22102. The procurement will be conducted on a sole source basis in accordance with the authority of FAR 6.302-1. This requirement is to purchase PIER system subscription for Fort Meade Public Affairs Office. PIER is a comprehensive, web-based communications platform that serves as a virtual Crisis Communications Center or Joint Information Center. PIER maximizes internal and external communications, streamlines communications processes, automates tasks and prevents misinformation over multiple platforms during crisis situations. Since this is a web-based system, there is no software to install. The system is run through a commercial web domain address -- www.ftmeadepresscenter.com--and will provide the ability to update and operate it from any location. PIER system subscription can be purchased only through GSA contractor IMMEX at this time, and PIER system is used at Fort Hood, Fort Bragg, Fort Lee and others. The purchase includes system hosting, technical support and training. Pier Crisis Communications delivers a NIMS compliant multi-agency, multijurisdictional interoperable crisis communication virtual Joint Information Center. This secure, Web-based, remote access enables unlimited users, guests and contacts and unlimited content storage (files, images, videos and audio files). Management can custom control access for each user displaying only approved documents to the public. Web sites within the system can be set as private, protected or public. The server throughput allows up to 10 million requests per day. Server redundancy allows for minimal-to-no-downtime. Full content management features allow for draft, edit, and approval workflow with full document control. Internal quality control allows for instant chain of command review and approval critical in a crisis situation. Notifications can be distributed via email, fax, SMS text message, automated text-to-voice phone message, RSS feeds and with integration into social media networks like Facebook, Twitter, and LinkedIn. The Fort George G. Meade Prier System site is intended to assist in day-to-day, high volume and emergency operations, improving our reach, timeliness and flexibility to respond to media and command information operations. PIER System was designed to handle the full-spectrum of crisis communication tasks. It integrates directly with WebEOC if needed and automates many of the tasks required by media relations. As a result, there are no other sources reasonably available that could satisfy the needs of the Government because of proprietary ownership of requested service at this time. Therefore, IMMEX is the only source that can provide the required items through GSA at this time. The NAICS code for this procurement is 518210 and the small business size standard is $32.5M. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 10 September 2014, 3:00 P.M. EST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with Firehouse Innovation Corp. Award will be made in accordance with FAR Part 12, Acquisition of Commercial Items, FAR Part 13, Simplified Acquisition Procedures, and FAR Part 15 Contracting by Negotiation.
