REQUEST FOR INFORMATION Aberdeen Proving Ground Small Business Leader Development Mentoring and Training Seminar 1.0Description The Communications-Electronics Command (CECOM) Office of Small Business Program (OSBP), in support of the upcoming Team Aberdeen Proving Ground (APG) Advance Planning Briefing to Industry (APBI), is planning to host training sessions and a discussion panel on the day prior to the APBI event. This training forum/seminar is currently scheduled for 18 November 2014, with the APBI following on 19-20 November 2014. This RFI is a request for industry to assist Team APG in identifying training and discussion topics which are of the greatest interest to Small Businesses attending the APBI. The suggestions received in response to this RFI will be used to help Team APG shape the training forum's content and structure. 2.0Background The 2013 APG APBI provided small-group training sessions on specific acquisition concepts (ex: Organization Conflicts of Interest; Lowest Price Technically Acceptable source selections), as well as opportunities to engage APG leaders in a forum setting. Due to the success of these offerings, the concept will continue with 2014 event via the Small Business Leader Development Mentoring Seminar and a series of breakout classes. The intent of Small Business Leader Development Mentoring Seminar is to provide a setting for small businesses to engage in constructive dialog with leaders across the APG spectrum for the purpose of highlighting successes and lessons learned to strengthen partnerships between Industry, Program Managers and the ACC-APG Contracting community. The intent of the breakout classes is to provide information on specific acquisition areas, facilitated by appropriate Team APG professionals. Several separate sessions covering different material are envisioned. 3.0Requested Information This RFI covers two distinct components of the pre APBI event: the Small Business Leader Development Mentoring Seminar and the breakout classes. 1) Input for the Small Business Leader Development Mentoring Seminar: Please submit your comments/suggestions for topics and/or agenda items you would like to discuss during the Small Business Leader Development Mentoring Seminar (focused on the kind of issues that require team APG interaction), to include background information and rationale to support inclusion on the agenda. All submissions will be vetted to determine if inclusion is in the best interest of the Government. 2) Input for the breakout classes: Please suggest topic areas regarding Army acquisition processes/policies which would be of significant use to Small Businesses seeking to expand or improve their opportunities to do business with Team APG. For each suggested topic area, please provide several illustrative questions/concerns which an attendee would desire to be covered during the class. 4.0 Responses Interested parties are requested to also identify their business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, veteran-owned small business, and service-disabled veteran-owned small business). Provide a response to this RFI by close of business on Wednesday 10 September 2014 via email to USARMY.APG.CECOM.MBX.CECOM-SMALL-BUSINESS@MAIL.MIL. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. 5.0 Questions Questions regarding this request for information shall be submitted by e-mail to the USARMY.APG.CECOM.MBX.CECOM-SMALL-BUSINESS@MAIL.MIL 6.0 Summary The information provided in response to this RFI is not binding upon the Government. While each response will be considered, not all input will necessarily appear in the final event's proceedings. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely to obtain information to be used in planning training that will be made available to industry during the week of the APBI. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any information provide. Further, the OSBP is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future event, if any is issued. It is the responsibility of the potential interested vendor to monitor FedBizOpps (FBO) for additional information pertaining to the upcoming APBI and training events.
