Description
a single award for a qualified Energy Technology Program for the inmate population located at the Federal Correctional Complex in Florence, CO. The successful contractor shall provide a Post-Secondary Education Program in which satisfactory completion of 20-30 college credit hours will yield a Certificate in Energy Technology (i.e. Energy Mechanical Systems, Energy Electrical Systems, Energy Solar Systems, etc.) to qualified students at the FCI and FPC (each program to run concurrently), during each contract performance period. Services shall include the provision of on-site academic instruction and appropriate academic advisement, instructional/course materials, course registration, assessment testing, record-keeping, textbooks, certificates of completion and all services and materials customarily provided to college level students and applicable to the inmate population at the FCC. The contractor must be listed in "Accredited Institutions of Post-Secondary Education" or be declared eligible to receive financial aide assistance through the U.S. Department of Education. In addition, all instructors must be qualified/certified to teach post-secondary courses. A list of candidates will be submitted for evaluation and approval by Assistant Supervisor of Education. The program will be offered between Monday through Friday from 5:30 P.M. through 9:00 P.M., except for Federal Holidays. Specific days and hours and/or instruction during other hours and/or on weekends may be included but are subject to the mutual agreement of both parties. Changes in the schedule resulting from FCC security issues will be subject to the mutual agreement of both parties only. The Contractor shall be entitled to be reimbursed for reasonable costs incurred as a result of schedule changes necessitated by the FCC. Schedule will consist of 20 enrollments per semester, 2 semesters a year totaling 40 enrollments for year times 9 credit hours equaling 360 credit hours a year. The award will be made to the responsible contractor who submits the most advantageous quote to the Government based on price and price-related factors only. The Contracting Officer anticipates awarding an indefinite-delivery requirements type contract, with firm fixed unit pricing. The contract period shall consist of a 12-month base year with four (4) possible option years for renewal. The solicitation will be available on or about September 19, 2014 and will be distributed solely through the General Services Administration's Federal Business Opportunities website at www.fedbizopps.gov. Hard copies of the solicitation will not be available. The website provides all downloading instructions to obtain a copy of the solicitation. All future information concerning the acquisition, including solicitation amendments, will be distributed solely through the website. Interested parties are responsible for monitoring the site to ensure you have the most up-to-date information about the acquisition. All Contractors doing business with the Federal Government shall be registered in the System for Award Management (SAM) database. The website for registration is www.sam.gov. The anticipated date for receipt of quotes is on or about October 10, 2014. The solicitation is unrestricted. Faith-Based and Community-Based Organizations can submit offers/quotes equally with other organizations for contracts for which they are eligible. All responsible small businesses may submit a quote.
