- Specification Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Subpart 12.6, supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-76. This requirement is being solicited as a Total Small Business Set-aside using Simplified Acquisition Procedures per FAR 13.5 Test Program for Certain Commercial Items. This requirement is being solicited on the basis of FAR 52.232-18 Subject to Availability of Funds (APR 1984). The NAICS Code is 336611, Ship Building and Repairing with a small business size standard of 1,000 employees. The solicitation number is HSCG40-15-Q-P30008. (a) The Contractor shall furnish all necessary labor, material, services, equipment, supplies, power, accessories, facilities and such other things as are necessary, except as otherwise specified, to perform dry-docking repairs and alterations to the vessel, in accordance with this solicitation and attached specifications. (b) Failure to read the specifications in their entirety will not relieve the quoter from the responsibility for properly estimating the difficulty or price of successfully performing the work. Failure to do so will be at the quoter's risk. (c) All responsible sources may submit a quotation, which if timely received, shall be considered by the Agency. Companies must have valid DUNS number and be registered with System for Award Management (SAM) www.acquisition.gov and shall provide the company Tax Information Number (TIN) with their offer. Any Contractor's Requests for Clarifications shall be answered via amendment to the solicitation and shall be received no later than Sept 16, 2014 at 12:00 p.m. Easter Standard Time. The closing date and time for receipt of quote is Sept 30, 2014 at 12:00 p.m. Eastern Standard Time. All quotes shall be submitted via email to michael.g.davis@uscg.mil and dorothy.rawls@uscg.mil. An offeror not able to submit via email must notify the contract specialist within this solicitation 24 hours prior to the closing date. Offerors may contact Michael G. Please indicate where you would like the drawings sent to in your email. ANTICIPATED AWARD DATE: The contract is expected to be awarded on or about Oct 30, 2014. Work covered by this solicitation shall be completed within Ninety-Three (93) calendar days from the date the vessel becomes available to the contractor. The availability is scheduled to start on or about Dec 02, 2014. An arrival conference normally will be held within 48 hours of the scheduled start date. Vessels being drydocked shall be in drydock within seventy-two (72) hours of delivery. GEOGRAPHIC RESTRICTION: Per U. S. Coast Guard Lant Area Instruction 3100.1D, the vessel is restricted to an area no greater than 140 nautical miles from the BUSL's home station, on navigable waterways and no greater than 30 nm off shore.
