- R0T3DC is a medium-fidelity Computational Fluid Dynamics (CFD) code that simulates the aerodynamics of rotorcraft in hover and forward flight, and in both free flight and enclosures such as wind tunnels. This program provides a first look at aerodynamic interference effects (tail shake, etc.). A maintenance contract is required to provide licensing and support for these tools. BACKGROUND: R0T3DC is a medium-fidelity Computational Fluid Dynamics (CFD) code that simulates the aerodynamics of rotorcraft in hover and forward flight, and in both free flight and enclosures such as wind tunnels. This program provides a first look at aerodynamic interference effects (tail shake, etc.). Rot3DC's capabilities are unique among currently available CFD codes for rotorcraft and propeller-driven aircraft. The highest-fidelity Reynolds-Averaged Navier-Stokes (RANS) CFD codes can require days running on supercomputers to compute a single point solution. A parametric matrix of solutions would be extremely computationally expensive for such methods. A lower fidelity method, such as Rot3DC, must be used to limit the case matrix of high fidelity RANS solutions to a practicable number. All of these simulations are required in combination to understand and possibly correct undesirable interactional effects. Sukra Helitek, Inc., the software company that produces R0T3DC, is the sole source for the R0T3DC package because it directly markets its own software rather than operating through resellers. R0T3DC is used to support all aviation platforms supported by the Aerodynamics Team in the Aeromechanics Division. Without the capabilities that R0T3DC provide, the ability of AED to perform aerodynamic analyses through CFD will be seriously degraded, resulting in a significant reduction of support for other functional groups within the directorate and Center, and slowing the airworthiness decision-making process for rotary and fixed wing aircraft within the Army fleet. AUTHORITY CITED- The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. REASON FOR AUTHORITY CITED- R0T3DC software is proprietary and unique only to one provider. This product is essential to mission requirements of the Aviation Engineering Directorate. Other similar products do not meet nor can be modified to meet these requirements.
