(xiv) Justification: The Department of Health and Human Services (HHS), Program Support Center, Acquisition Management Services located at the Supply Service Center, Perry Point Maryland wishes to award a noncompetitive purchase order to Life Technologies Corporation. Project Description - The Medical Identification and Treatment Systems-Critical Reagents Program (MITS-CRP) supports the Warfighter, federal agencies, and the Joint Program Executive Office for Chemical Biological Defense (JPEO-CBD) under the Department of Defense (DoD). The DoD MITS-CRP solicited, competed and identified the laboratory equipment and supplies to pursue its mission. For seamless integration and continuity, the DHHS embraced the same methodology as DoD MITS-CRP. The adoption of MITS-CRP analysis capability by the DHHS program depends on the utilization of the same laboratory instruments - namely, Life Technologies' 7500 Fast DX Real-Time Polymerase Chain Reaction Instrument. There are no known authorized resellers of this product, and Life Technologies is the manufacturer. Life Technologies is the only responsible source to provide the necessary hardware and maintenance to support the mission of the DHHS.
