Description
THE GOVERNMENT INTENTS TO MAKE A SOLE SOURCE AWARD TO METABOLON IN ACCORDANCE WITH THE GOVERNMENT'S PREVIOUSLY POSTED NOTICE OF INTENT TO SOLE SOURCE. The United States Army Medical Research Acquisition Activity in support of the US Army Center for Environmental Health Research has a requirement for metabolomic analysis of cardiac tissue from heat stressed and heat injured rats. The project includes but is not limited to the following tasks: The contractor shall provide analysis of 36 rat cardiac tissues. The project will consist of customized sample preparation, evaluation of samples for the presence of metabolites utilizing LC/MS and GC/MS mass spectrometry technologies, data processing, statistical analysis, and preparation of a final report. The contractor shall provide advice on preparing the cardiac tissue samples while preserving the metabolic entities for analysis. The contractor shall deliver a report of the relative concentration profile of the small-molecule entities extracted from the cardiac tissue and identified by liquid chromatography/mass spectrometry and gas chromatography/mass spectrometry detection systems (i.e., endogenous compounds, xenobiotics, and their metabolites, as well as biomolecules of indeterminate structure). The contractor shall deliver a statistical analysis of the resulting data, including ANOVA with contrasts and random forest analyses. The contractor shall provide a biochemical interpretation of selected, statistically significant, named compounds (i.e., known chemical structure) using pathway analysis tools. The contractor shall integrate the biochemical interpretation into a final report summarizing the statistical and biological conclusions of the study. The contractor shall provide one year of access to Metabosync, allowing for syncing other -omic data with metabolomics data. The Government intents to make a sole source award to Metabolon in accordance with the Government's previously posted Notice of Intent to Sole Source. This requirement is a 100% Small Business set aside for offerors operating under the NAICS code 541712, with a size standard of 500 employees. Small business status will be verified via the Small Business Administration. Proposals received from concerns that do not qualify as a small business shall be considered nonresponsive and shall be rejected. However, before rejecting a proposal otherwise eligible for award because of questions concerning the small business representation associated with the above NAICS code, an SBA determination shall be obtained. Solicitation number W81XWH-14-T-0413 is anticipated for release to the vendor community on or about 4 September 2014 and proposals will be due on or about 10 September 2014. No hard copies of the solicitation will be issued by the contracting office. The competitive solicitation, solicitation amendments, and all questions and answers related to this procurement shall be made available via the Internet at https://acquisition.army.mil or https://www.fbo.gov. Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, offerors MUST be registered with the Central Contractor Registry at http://www.sam.gov. Telephone requests will not be honored and bidder lists will not be maintained.
