This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a Request for Quote (RFQ) against solicitation number F3RTCL4199A008 for the commercial item acquisition of an 2-way power divider, 6-40 GHz, and a 15-27 GHz Broadband amplifier. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-76 effective 25 July 2014. (iv) The North American Classification System (NAICS) Number is (423690) Other Electronic Parts and Equipment, SBA Size Standard is 100 employees. The proposed method for this acquisition is solicited for a set-aside 100% for small business participation on FedBizOpps. (v) The proposed acquisition consists of the following Contract Line Items Numbers (CLINs): CLIN0001: KA Downlink Amplifier (15-27 GHz Broadband Amplifier) or equal (2 EA) CLIN0002: RF Power Divider (2-way Power Divider, 6-40 GHz) or equal (4 EA) (vi) Description of requirements for the items to be acquired. The contractor shall furnish all labor, parts materials, equipment, and transportation necessary to deliver the below mentioned requirements. (vii) The Government will perform an inspection and the acceptance at Schriever AFB upon delivery. FOB point shall be Destination. All FOB destination charges must be included in quoted prices. These instructions provide general guidance for preparing quotes, as well as specific instructions on the format and content of the quote. Throughout this section, the term "offeror" includes subcontractors, teammates and/or joint venture partners. The offeror' s quote must include all data and information requested, and must be submitted in accordance with these instructions. Any offeror who submits an incomplete package may be considered non-responsive, and therefore ineligible for award. The offeror shall be compliant with the requirements as stated in the Request for Quote (RFQ) and shall describe how the offer will satisfy the requirement. This is a continuation of the solicitation provision FAR 52.212-1. B. Offerors must understand that current Federal and Defense Regulations require the use of the System for Award Management (SAM) and Wide-Area Work Flow (WAWF) Invoicing System. A vendor must be registered in these systems prior to award of the contract otherwise successful offeror may be considered non-responsive if the attainment of these registrations delays award of the contract. As used in this clause-- Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization. (End of clause) 5352.201-9101 OMBUDSMAN (APR 2014) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
