- JOFOC The USDA, ARS, intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b), "Soliciting from a single source" based upon only one responsible source capable of meeting the Government's requirement. The USDA intends to solicit and negotiate with Shimadzu Scientific Instrumenets, Inc., for a High Performance Liquid Chromatography (HPLC) instrument. This notice of intent is not a request for competitive proposals. However, all inquiries received within 7 days after date of publication of this market survey will be considered by the Government. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any resulting procurement would be conducted in accordance with FAR Part 13. An award notice for ThermoFisher Scientific may be posted on FBO in the near future. The Shimadzu HPLC system is modular and compact which allows us to efficiently combine it with two existing systems, for compatible sample preparation, software and hardware compatibility, including compatibility of new equipment with existing refractive index, and UV detectors.
