- The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) intends to negotiate a sole source contract with Advanced Analytical Inc. located in Ames, Iowa, to purchase a Fragment Analyzer. The requested item capable of resolving DNA fragments up to 50 kilobases in length in capillary electrophoresis, and includes analysis software to provide data related to the size distribution and quantity of DNA. The Advanced Analytical Fragment Analyzer is a state-of-the-art instrument for separating DNA fragments for critical quality control purposes in an existing sequencing facility. Among several available capillary electrophoresis platforms, this system best matches the needs of our facility in terms of capital cost, dynamic range of fragment sizes resolved, and cost per sample when low numbers of samples are examined per run. Advances in the capabilities of existing DNA sequencing platforms in use at USMARC require the ability to resolve fragments larger than 20 kilobases, whereas the capillary instrument in current use cannot resolve above 12 kilobases. Alternative platforms have been carefully scrutinized and evaluated, but the proposed system has the best value for the U.S. Meat Animal Research Center DNA sequencing facility. This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation is available. Firms that believe they can provide these products are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Officer within 10 days of publication of this notice. All information received within 10 days of publication of this synopsis will be considered by the Government to determine if the more than one firm can meet the Government's requirements and is capable of performing the intended task(s). Anticipated Date of Award 09/16/2014 This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the USDA BioPreferred SM Program. 52.232-18 -- Availability of Funds. Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract
