- NOTICE OF PRE-SOLICITATION HIANG 154 CF UPS AND INSTALLATION BUILDING 3385 Date: 05 Sept 2014 Joint Base Pearl Harbor Hickam is seeking Eaton 9390 40/80 KVA; 208V; PXGX Card; 480VDC, 2 each. The solicitation 154 CF UPS is 100% set aside for small business IAW FAR 19.502-2(a). The North American Industry Classification System (NAICS) code is 335313 and the size standard is 750 employees. All firms or individuals responding must be registered with the System for Award Management (SAM). All responsive offerors will be considered by the agency. The entire solicitation will be made available on the FedBid Web Site at https://www.fedbid.com on or about September 9, 2014. Paper copies will not be available. You may view the solicitation and place your quote on FedBid. It is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. See https://www.fedbid.com for solicitation. PERFORMANCE: 30 Days, after date of contract. SITE VISIT: A site visit will be conducted at 12:30 pm local HST on Wednesday, September 10, 2014 at 154th Com Flight Squadron 360 Mamala Bay Drive Bldg 3385 Joint Base Pearl Harbor Hickam, HI 96853. A sign in sheet will be passed out. Please provide an email to gavin.tsukamoto@us.af.mil indicating your intent to attend the site visit by Tuesday, September 9, 2014, 2:00pm HST. Please provide a point of contact, phone number, and email. Information provided at this site visit as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. WAGE DETERMINATION: Rates can be found at http://wdol.gov/wdol/scafiles/std/05-2153.txt?v=18. However, the current prevailing Wage Determination will be incorporated at time of award. In the event the current prevailing Wage Determination is changed by the Department of Labor after the closing date of this solicitation, the updated Wage Determination will be incorporated by amendment and issued to all offerors that have not been eliminated from the competition. If applicable, these offerors/contractors will be given a reasonable opportunity to provide revised quotes solely to amend quotes due to Wage Determination changes. This does not constitute and shall not be construed as discussions if award without discussions is contemplated. BASE ACCESS: If you do not have base access for the site visit arrangements will be made to bring contractors on base. There will be no fee for base access during the site visit. During contract performance, if you do not already have base access, you shall apply for access and the fees will be the contractor's responsibility. See Attachment A. ATTACHMENT A 1.9 CONTRACTOR BASE ACCESS 1.9.1 Navy Commercial Access Control System (NCACS) JBPHH is transitioning to the following credentials for commercial employees to access the installation to conduct business: CAC (when eligible) RAPIDGate Credential (through voluntary NCACS Program) Day Pass (for NCACS-eligible personnel without CAC or RAPIDGate credential) Participants: Contractors Sub-contractors Vendors Suppliers Service Providers 1.9.2 Enrollment Process Step 1: Company provides company information (to include sub-contractors) to Military/Government employee sponsor Step 2: Military/Government employee sponsor provides information to NCACS action officer (to include access restriction category) Step 3: Company fills out RAPIDGate enrollment form and sends to RAPIDGate and Military/Government employee Step 4: Company is approved and pays enrollment fee Step 5: Company receives company code and instructs employees to register at kiosk Step 6: Company or employee (as determined by the company) pays RAPIDGate employee fee Step 7: Background check is completed (if negative results initiate adjudication/waiver process as determined by the company) Step 8: Employee is authorized and NCACS credential is created Step 9: NCACS credential mailed to Nimitz Pass and Identification Office Step 10: Employee takes I-9 documents to Nimitz PID Office and receives NCACS credentials once verified by PID personnel Step 11: Employee uses NCACS credentials to access the base NOTE: A base vehicle decal/pass will not be required for vehicles of NCACS participants. If employee tries to access the base outside of the access restriction hours, entry will be denied. form will be valid for 30 days Employees must obtain favorable background check (same disqualifiers as NCACS) Background check will remain on file at Pass and ID for 1 year Step 1: Employee works with Military/Government employee sponsor to compile list of all sub-companies/employees Step 2: Military/Government employee sponsor completes Form 0-180 and turns in all paperwork to Pass and ID (if current contract requires background check for entry access, provide Pass and ID background information) Step 3: All employees requesting unescorted access receive a National Crime Information Center (NCIC) check, terrorist database check, sex offender registry check, and installation barment check Step 4: Pass and ID verifies all information/sponsorship authority Step 5: Employee goes to the appointed visitor pass location each day to request access Step 6: Pass and ID staff confirms employee is on authorized Form 0-180 and issues 1-day pass valid for that day Step 7: If individual is not on an authorized Form 0-180, the Military/ Government employee sponsor will be required to physically go to the Pass and ID office and sponsor the individual Step 8: If the employee requires a vehicle pass, the vehicle pass will be issued at the same time valid for that day 1.9.3 Questions and Answers Question: How long does the NCACS enrollment process take? Answer: Cradle to grave, the entire process takes roughly 30-40 days. Question: How long does it take to receive a RAPIDGate credential once the employee receives a favorable background check? Answer: Usually 14 days, but expect delays. Currently, it is taking up to 30 days. Question: How do employees access the base while they are waiting for their RAPIDGate credentials? Answer: Military/Government employee sponsor can submit a Form 0-180 to receive a 14-day pass, renewable for a second 14-day period Question: How long before employees can access the base without the sponsor being present once the Form 0-180 has been submitted? Answer: Approximately 10 days for processing; however, PID staff will work to expedite for emergent requirements. All terms and conditions of the basic contract are incorporated in the resulting purchase order by reference unless stated otherwise.
