Description
SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT. Under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services can satisfy agency requirements, it is the Government's intent to award a sole source to Quality Software Service, Inc. (QSSI), 10025 Governor Warfield Parkway, Suite 401, Columbia, MD 21044. This procurement will provide the U.S. Department of Housing and Urban Development (HUD), Federal Housing Administration (FHA), Office of Housing-Federal Housing Commissioner with mortgage loan services in support of its high profile Home Equity Conversion Mortgage Insurance Program (HECM) (24 CFR 206) that assists elderly homeowners take advantage of the equity in their homes with the objective of enabling seniors to age in place. The period of performance will be for one (1) Base Period of nine (9) months and one (1) Option Period of three (3) months. The decision to Sole Source is the result of unique system requirements that are not readily available in the business sector from any other vendor. The purpose of the HECM insurance program is to enable eligible homeowners (age 62 and above) to convert some of their accumulated home equity into cash to meet their special needs without requiring repayment of the loan for as long as the borrower resides in the home. Funds from the HECM loan are distributed to the borrower either in a lump sum or in the form of a monthly payment. Funds can also remain in a line of credit for use at any time. The borrower can choose to combine these payment options or can change payment options at any time for $20. HECM borrowers repay the HECM loan when they no longer use the home as their principal residence. At that time, the HECM loan must either be refinanced into a traditional forward mortgage loan or the property can be sold and the proceeds then used to pay off the HECM loan. Any remaining funds will go to the borrower or to their estate. The HECM insurance program requires a web-based, end-to-end business service to manage HUD's HECM portfolio; to meet the growing demand for HECM loans; and to successfully addresses the complexity of administering the HECM insurance program for HUD; for FHA approved HECM investors, lenders, and servicers; for Government-Sponsored Enterprises; for HUD's Loan Servicing Contractor; for third party service providers; for HUD approved contractors; and for other HUD approved groups. A redacted copy of the sole source justification and approval will be published on FedBizOpps. THIS IS A NOTICE ONLY AND IS NOT A SOLICITATION OR REQUEST FOR OFFERS OR PROPOSALS. The determination not to open this requirement to competition is at the sole discretion of the Government. The intent of this notice is for informational purposes only. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested firms responding to this notice must provide a capability statement demonstrating their experience, skills and capability to fulfil the Government's requirements for the above. The capability statement shall be sufficient enough in detail, but not exceed ten (10) pages TOTAL, so that the Government can determine the experience and capability of your firm to provide the above requirement. Only electronic copies of capability statements will be accepted and shall be submitted to James Canady III at James.A.Canady@hud.gov no later than 10:00am EDT on September 19, 2014. The email shall contain the following subject line: Response to Notice-HECM Mortgage Loan Servicing Requirement. No information or credentials offered via telephone will be accepted. The Government will not pay for any cost associated with providing capability information.
