Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items. Solicitation number W912LD-14-T-0047 is being issued as a Request for Quote (RFQ) using the Simplified Acquisition Procedures in accordance with FAR Part 13 guidelines. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-72. All responsible sources may submit an offer to be considered by the agency. 2. This requirement is a 100% small business set-aside. See clause 52.212-2, quote mark Evaluation Procedures quote mark, for further details on evaluation procedures. The North American Industry Classification System (NAICS) Code is 561621 ( quote mark Security Systems Services (except Locksmiths) quote mark ) and the Size Standard for Small Business is $20.5M. 3. The Government will award a firm fixed price contract for Manhole Cover Locking Devices for the Rhode Island Air National Guard 143rd Communications Flight located at Quonset State Airport, North Kingstown Rhode Island. Evaluation of proposals may be made without discussions with the offeror(s). The Government will award a contract to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the government according to FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. A one-time site visit will be conducted at 10:00AM EST, Thursday, 11 September 2014. Personnel attending the site visit must coordinate no later than 10:00 AM EST, Wednesday, 10 September 2014 with TSgt Christopher Hunsberger at Christopher.L.Hunsberger.mil@mail.mil or by calling (401) 275-4273. Contractors electing to enter the vault space shall conduct their own atmospheric testing prior to entering the space and exposure monitoring during entry operations, the government cannot provide this service, the contractor will be required to provide their own Supervisor, Attendant and Entrant. The contractor will need to utilize and provide their own rescue equipment (i.e. tripod, A-frame, harness, chain falls, PPE, etc.), the Rhode Island Air National Guard DOES NOT have a qualified and trained Confined Space rescue team. Vendors will be responsible for providing their own rescue team and must be aware that the only source of rescue will be from North Kingstown Fire that generally has a 20 minute response. If determined that a permit is required through the Contractors own atmospheric testing, the Contractor is responsible for obtaining this. The following items are being procured: CLIN Description: LockDown Model # LD-36 or equal; -Must fit for use with 36 inch manhole covers -Must contain a locking mechanism to deter unauthorized entry into manholes and utility vaults -Constructed of a minimum of 12-gauge, steel/ anti-corrosive material -Must be watertight and include a gas detection port Quantity: 20 Each 4.
