- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Description: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a Request for Quote (RFQ) against solicitation number W912B-14-T-8010 for a commercial items acquisition for the purchase and installation of insulation in buildings 417 and 506 in Alpena Combat Readiness Training Center, Alpena, MI. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-076 effective 25 Jul 2014. (iv) The North American Industrial Classification System (NAICS) Number is 238310 - Drywall and Insulation Contractors, Small Business Standard $15M. (v) The proposed acquisition consists of the following Contract Line Items Numbers (CLINs): To be considered RESPONSIVE, offeror's must address all CLINs utilizing W912JB-14-T-8010 Proposal Bid Schedule. (vi) Description of requirements for the items to be acquired. Service non-personal: Contactor shall provide all materials, labor, transportation and supervision necessary to install spray foam insulation in buildings 417 and 506 located at the Alpena Combat Readiness Training Center, Alpena, MI. All work shall be performed in accordance with the performance standards below: Building 417: - Install 4,600 square feet of R-36 spray closed cell foam insulation at 5 quote mark thick average to the building ceiling over the existing ceiling panels. The foam shall be a two component, closed-cell, spray applied rigid polyurethane foam system. The product shall use recycled plastic materials and have a zero ozone depleting potential. The insulation shall be Heatlok Soy 200 Plus or equal in physical ASTM test properties and fire test results. The existing ceiling shall remain in place. - Include 4,600 square feet of a water-based, fire protection, intumescent coating to meet NFPA 286 requirements. The fire coating shall be Blazelok TBX or equal in physical ASTM test properties and fire test results. Building 506: -Provide spray closed cell foam insulation of R-22 value on the walls and R-40 on the ceiling. The wall area is 1,568 square feet and the ceiling area is 5,600 square feet. - Install 7,168 square feet of closed cell foam insulation. The foam shall be a two component, closed-cell, spray applied rigid polyurethane foam system. The product shall use recycled plastic materials and have a zero ozone depleting potential. The insulation shall be Heatlok Soy 200 Plus or equal in physical ASTM test properties and fire test results. - Include 7,168 square feet of a water-based, fire protection, intumescent coating to meet NFPA 286 requirements. The fire coating shall be Blazelok TBX or equal in physical ASTM test properties and fire test results. NOTE: Project is subject to the Service Contract Act. Wage Determination WD 05-2271 (Rev.-14), 08/05/2014, is in effect. (vii) The requested delivery date for the above items is 31 OCT 2014. Please provide the cost of freight charges if applicable. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors--Commercial Items-(JUN 2008). (x) Provision at 52.212-2, Evaluation-Commercial Items is amended to read: The Alpena CRTC is procuring this as a quote mark Best Value quote mark procurement in accordance with the following factors: -Technical Capability oSubfactors: Quality and durability of product Quality and durability of service Warranty -Price -Past Performance When factors are weighted, technical capability and past performance, when combined, are slightly more important than price.
