FEDBIZOPPS.GOV ANNOUNCEMENT: SPECIAL NOTICE CLASSIFICATION CODE: 66 SUBJECT: SURFACE ENERGY EQUIPMENTS SOLICITATION NUMBER: NB64200-14-04958 CONTACT POINTS: Abdul Kanu, Contract Specialist (301) 975-5390; Robert Singman, Contracting Officer (301) 975-6388 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Surface Measurement Systems. The Sole source determination is based on the need that only one vendor has the capability to perform the inverse gas chromatography measurements that include the following outputs. 1. Mapping of the surface energy distribution and heterogeneity 2. Determination of the surface energy and free energy at particular surface coverage 3. Ability to measure the surface energy distribution on nano-materials with a surface area of at least. 4. Generation of a surface energy profile which yield dispersive and specific surface energy as a function of percentage of surface area 5. The contractor shall provide raw data and interpretation of data 6. The contractor shall provide information concerning each sample's total surface The vendor's facility is capable of performing these measurements, which offer surface energy distribution and heterogeneity measurements with a Surface Energy Analyzer (IGC). The North American Industry Classification System (NAICS) code for this acquisition is 541380. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for quotations. However, responses received by September 9 2014, 12:00 p.m., EST will be considered by the Government.
