- QUESTIONS AND ANSWERS September 5, 2014 1.There is a missing drawing for No. California HCS, Building 98. Will you please provide? Building 98 is for McClellan not Mather. See attached drawing in McClellan solicitation. 2.Do you have an estimate of how many devices will be connected to this system at any one time? The Statement of Work estimates between 30-60 users at a time. However, the contractors need to do the estimation and readjust as necessary to meet the demands. 3.What is the basic construction of the coverage area walls and ceilings, example hallway walls, vs. lobby walls, etc? Drop ceiling, dry walls 4.Is there any asbestos present? No 5.Are there any tenting requirements? Depends on the work (amount of dust) 6.Is there a copper cable type preference, cat5 or cat6? Is plenum rated cabling required? No preference. The installed product has to meet all the NFPA requirements. 7.Can we use the existing horizontal cable trays to install our wiring is available? Yes, only if there is available space 8.How many locations would require new conduit? TBD by contractor's survey 9.If core drilling is discovered as an unexpected barrier, would the contractor be held responsible? Anything outside the scope of the Statement of Work will be assessed by the government and a determination will be made on whether a contract modification should be issued to cover the unexpected costs. 10.Is there electrical power available in all of the communication closets? If not, will we be responsible to install new power or will VA remediate? The contractors are not allowed to put any equipment inside the communication closets. Contractors are responsible to install new outlet. 11.How secure are the IDF/MDFs? Are the rooms properly cooled or vented? Again the system will be a barebone system; the contractors have to provide the entire infrastructure. Everything has to be above the ceiling tiles. No communication closet will be used. 12.Where are the MDFs and IDFs per building per floor? Unknown ¦ Existing MDFs and IDFs will not be used 13.Are IDFs stacked on multi-floor buildings? Same as above 14.How does the fiber on campus run? Which building/room is the main MDF, demark location? Fiber comes in to the OIT cold rooms and varies by sites; these rooms might be in separate buildings from where Wi-Fi is needed. 15.Is there available fiber optic cabling are available back from out buildings to the main MDF? If so, what type, multimode or singlemode, is run for each building? If no fiber is available, is there line of site available and would the VA allow us to mount equipment externally to interconnect the buildings? Fiber optic cabling might be available but will not be used for this system. The guest network has to be a standalone system. 16.Is there available rack space to install equipment in any MDF or IDF that we need to use? OIT MDF & IDF can't be used. 17.Do you have a color preference for your Ethernet cabling? No 18.Can we mount APs to drop ceiling grid in sight or above drop ceilings? Above drop ceilings 19.How much room is above dropped ceiling? Vary by locations (6" to 15') 20.How many outdoor areas are in need of coverage? Where are they? Building 19 and 20 in Martinez, CA ¦ ¦But please refer to provided floor plans for specific details 21.Are we limited to the placement of the AP's or can they be placed anywhere within the facility to provide the best coverage? Can be placed anywhere as long as they are above the ceilings 22.Many of the coverage areas shown are fairly limited. Our experience in other VA facilities is that eventually the VA will want ubiquitous coverage throughout the entire facility. For instance, if a patient can access Wi-Fi in the waiting room, they will expect to be able to do so in an exam room. Are these the final coverage areas for this bid? Yes 23.Who is the CLEC (Local Telephone Provider) in each area? (we ask this for Fios or DSL possibilities) At&t, Comcast, vary by locations 24.Does the VA have a preferred communications vendor in terms of provisioning access into Communication Areas such as Demarcation areas, Communication Closets, IDFs, MDFs? If so please identify Does the VA have any providers they will not allow in their Communications Areas? (answer for each location) No. Any vendors listed on the de-barred list at www.sam.gov may not be used. 25.Is the VA aware of any impediments that any communications providers have had difficulties in the past in delivering services to point of demarc, i.e., required construction in order to facilitate services? Lack of serviceability by cable providers etc., if so please identify No 26.We believe that the prescribed bandwidth requirements here are low in comparison to what is required to support potential users, especially in larger locations. Would the VA like to revise these requirements at all? Bare minimum requirements have been listed as 6mbps download and 5 mbps per device upload by the contracting official. The contractor is required to make adjustments to bandwidth as necessary to provide a high level of satisfaction to the veteran population. Internet usage varies by person and may involve HD streaming, downloading large files, video chatting, and online gaming. Contractor is allowed to employed flexible throttling plan. 27.For each of the install sites where are the city utility/fiber penetrations made? Unknown a. Will we be granted access to these locations for usage, delivery and installation? Will be granted access to run lines from the utility point entry to MDF above ceiling outside the OIT closet. b. When external services are delivered will all of the installed equipment need to be installed in MDF/IDF closets in the T-bar ceiling or elsewhere, away from current OIT rooms or can we share those locations? Away from OIT locations and above ceiling tiles c. Can we use current vertical conduit runs in locations that have multiple floors or will we need to accommodate new runs through the interior walls separate from the current conduit? If only there is capacity available 28. In locations like Mather Field and Martinez where multiple buildings will need to have services installed, will we be able to access and use the existing conduit runs that tie the buildings and services together? Only if there is capacity available 29.E.9 Addendum to 52.212-2, paragraph 2.3 - What is the need for Janitorial Service experience? This is an error. Language should read "network cabling experience." 30. Is there a budget for each of the referenced sites? If yes can that budget be provided? The government has its own independent estimate; however, this is confidential and may not be shared. 31. May the response date be extended? The response date is extended until September 19, 2014 at 8:00 AM, PST.
