Description

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT NAVSUP Fleet Logistics San Diego (FLCSD) intends to award a Firm Fixed Price (FFP) Sole Source contract to University of Rhode Island, Graduate School of Oceanography, Narragansett, RI 02882 for Geophysical Fluid Dynamics Navy “ Tropical Cyclone Model Integration Software upgrade in support of Fleet Numerical Meteorology and Oceanography Center (FNMOC), Monterey, CA. FLCSD will use Simplified Acquisition Procedures and Other Than Full and Open Competition. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The proposed contract action is for a Sole Souce only. In accordance with FAR 5.102(a)(6), the required justification documentation is attached (See Note 22). This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit capability information in response to this notice by 12 pm 9 September 2014 PST via email to Isabelito.Cabana@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
