Description
THE BUREAU OF LAND MANAGEMENT (BLM), AMARILLO FIELD OFFICE IS SEEKING SOURCES SOUGHT FOR AIR QUALITY SPECIALIST SERVICES. THIS REQUIREMENT UNDER NAICS 541620 SERVICES AS A PROCUREMENT NOTICE TO FULFILL PUBLIC POSTING REQUIREMENTS IN ACCORDANCE WITH FAR 5.101 METHODS OF DISSEMINATING INFORMATION AND FAR 13.105 SYNOPSIS. Location: This plant facility is located at the Cliffside Gas Field, located at 13301 Brickplant Road, Amarillo, TX 79124, 15 miles north of Amarillo, Texas. Background: The BLM operates an Industrial cryogenic gas processing plant that produces crude helium, natural gas, and NGL liquids. The plant produces approximately 8 million standard cubic feet of sales quality natural gas per day (MMSCFD) and 3 million cubic feet of enriched crude helium. The sites cryogenic plant began operation in 2003. The site has some buildings and processes that are historic and lack good documentation. During the 2013 audit - Compliance Assessment Safety, Health and the Environment (CASHE) Program, a total of 17 findings were related to noncompliance with the Environmental Protection Agency (EPA) and Texas Commission on Environmental Quality (TCEQ) air quality regulations. The BLM requires consultant services to review the findings, evaluate the existing state of air quality compliance, and develop plans to bring the site into compliance with the regulations. Project Objective: Review and investigate the outstanding air CASHE findings and perform a gap analysis on air quality compliance. Serve as a subject matter expert in air quality and compliance with all federal, state and local laws and regulations pertaining to air quality and provide BLM with solutions to resolve the seventeen (17) air CASHE findings. Develop air quality programs described in this Statement of Work. Develop air quality programs described in this Statement of Work. GENERAL REQUIREMENTS Serve as the air quality subject matter expert for the BLM Cliffside facility to provide solutions and guide BLM to resolve the air CASHE findings. Develop air quality programs to implement monitoring, testing, notification, reporting, and recordkeeping for the applicable EPA and TCEQ air regulations. Assist in the implementation of the air quality programs and provide education and training to BLM employee(s) on the responsibility of exercising and maintaining the program by the completion of the full contract. Work includes coordination with engineers, managers, and other BLM personnel in the development and implementation the air quality programs. All Small Business Set-Aside categories will be considered. The Government requests that all companies, both Large and Small, submit their business size by North American Industry Classification System (NAICS) code 541620. NOTE: As this is a RFI for market research purposes, submitted capability packages shall not include any pricing information for the requested services described in the PWS.
